PRIMARY FUNCTIONS

The Deputy Director of Operations (Public Works) is a demanding administrative, supervisory, and field-oriented position responsible for planning, directing, organizing, and assisting with work associated with maintaining the city’s public Right-of-Way (ROW) and facilities in a safe and usable condition. Work includes projection, coordination and execution of programs, services, and seasonal activities in the Department’s subdivisions to assure exceptional services and results. The position also acts as project manager for a variety of paving construction projects, or on-going or special maintenance services and must be able to reconcile divergent public interests. The position also ensures that management practices and maintenance standards are met for projects, tasks, and significant community engagement and public involvement with elected officials.

Work involves maintaining roads, facilities, drainage, and bridges, including mechanical moving bridges. Work also includes oversight of refuse collection and disposal facilities, fleet maintenance of vehicles and other rolling stock, snow removal from all public streets, response to flooding problems, and the administrative management of permits and maintenance contracts. This role supervises operational divisions within the Public Works Department, which includes over 100 full-time and 25 seasonal positions.

In conjunction with the Deputy Director of Administration and Planning, this position will provide cohesive leadership to the Department. The Deputy Director of Operations (Public Works) serves as liaison with other City agencies and external stakeholders.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Assists the Director in planning, organizing, and directing the operational activities of the department. Operations include road maintenance, facility management, drainage and response to flooding problems, mechanical moving bridges, refuse collection, fleet maintenance and repair, snow removal, and permits.
  • Directs operational staff and other resources in the daily operations of the department including daily functions, permits, environmental impact, complaints, and public inquiries,
  • Develops and directs the implementation of goals, objectives, policies, procedures, and work standards for the department.
  • Monitors divisional operations ensuring conformance with department standards, policies, permits and statutory provisions.
  • Acts as project manager for paving construction projects, special maintenance projects, and similar large-scale assignments.
  • Makes critical decisions with respect to situations affecting the safety of the public using the City’s infrastructure.
  • Observes problem areas in the field and determines appropriate action to be taken; coordinates with other divisions and outside agencies when necessary to provide additional resources.
  • Ensures that all policies and permits (environmental and operational) involving public works activities are in accordance with the City, State and Federal laws and regulations are appropriately administered.
  • Works with the Deputy Director of Administration and Planning with fiscal issues affecting the performance of the department.
  • Coordinates with Departments related work involving improvements to the City infrastructure.
  • Assists in all Public Works personnel issues involving work tasks, union disputes and working conditions consistent with Civil Service requirements and approved Union agreements.
  • Attends meetings involving Public Works or as directed by the Director of Public Works. Makes presentations to City agencies, Board of Alders, or other stakeholders as required.
  • Serves in carrying out all policies of the Public Works Department in the absence of the Director.
  • May assist in preparing standard operational procedures and activity reports for the director as required; and may include the preparation and delivery of presentations of materials and reports.
  • Performs other related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

A minimum of 5 years’ experience in the operations, maintenance, and repair of facilities or construction and maintenance of roads, bridges, and storm systems for a municipality of similar size to New Haven; a minimum of two (2) years of which must have been in a supervisory capacity of large teams (more than 35 employees). Graduation from an accredited college or university with emphasis on civil engineering, Public Works, Construction Administration, Engineering, Operations Management, or a related field. In lieu of a college degree, an additional 4 years of directly related experience may be substituted.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Considerable knowledge of the responsibilities involving the principles of operations and management, for municipal Public Works activities.
  • Considerable knowledge of refuse and recycling collection, waste disposal, street cleaning, snow removal, flood control procedures, heavy and light equipment use, fleet management and repair, and maintenance.
  • Considerable knowledge and aptitude in the interpretation of plans, specifications, blueprints, sketches, etc. associated with public infrastructure related projects including construction and maintenance methods and techniques.
  • Knowledge of the principles of engineering practices associated with the maintenance of roads, bridges, sidewalks, building and drainage facilities.
  • Considerable knowledge and experience with technology based programs specific to public works such as GIS based work orders and asset (pavement) management systems.
  • Knowledge of OSHA, DMV, EPA, DEEP and relevant Regulations.
  • Considerable experience working with various levels of staff in the efforts to improve department efficiency and effectiveness.
  • Ability to communicate effectively both written and orally with the public, employees, department heads, contractors, engineers or other groups as necessary.
  • Demonstrated supervisory skills and an understanding of labor relations in a unionized environment.
  • Ability to safely operate a variety of maintenance equipment and machinery.
  • Proficiency in using applications such as Word, Excel, and PowerPoint for creating documents, spreadsheets, and presentations.
  • Competency in using email clients (e.g., Outlook, Gmail) and calendar applications for scheduling meetings and managing correspondence.
  • Demonstrated project management skills, organizational capabilities, and the ability to work well under pressure while handling multiple tasks and/or projects simultaneously.
  • Skill in planning, organizing, and overseeing the implementation of complex projects with multiple stakeholders.
  • Demonstrated ability to work effectively and sensitively in a diverse community, recognizing and respecting cultural differences, and fostering an inclusive environment.

NECESSARY SPECIAL REQUIREMENTS

  • Must possess and maintain a valid State of Connecticut driver’s license.
  • Flexibility of schedule, as this position may occasionally require work to be performed outside of the traditional 9-5 schedule for emergencies or in support of the overall operations of the Department.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a "General Fund," tested position.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

General Funded hires into this class shall not be covered by Social Security but rather the City pension, contributing 10% of salary.
