Introduction



The City of New Haven is seeking a motivated professional to serve as an Engineering Resource Analyst & Scheduler within the Engineering Department. This position plays a central role in coordinating project schedules, tracking milestones, and supporting the successful delivery of the City’s infrastructure initiatives. Working closely with engineers, project teams, and City leadership, the Engineering Resource Analyst & Scheduler develops systems that improve project planning, monitors progress across capital projects, and translates complex project data into clear reports and dashboards that support informed decision-making.

PRIMARY FUNCTIONS

The Engineering Resource Analyst & Scheduler serves as a central coordination point for project planning and delivery, ensuring that engineering initiatives are strategically scheduled, monitored, and supported with accurate data. The role is responsible for developing and maintaining systems that enhance the department’s ability to manage capital project timelines, allocate resources, track milestones, and meet both internal and external reporting obligations. By integrating project management tools, workflow processes, and analytical insights, this position strengthens the department’s operational efficiency and its capacity to meet citywide infrastructure goals.

The position also plays a key analytic and communication role by collecting, interpreting, and visualizing project data to guide decision-making at all levels. This includes creating dashboards, generating reports, and translating complex technical information into accessible formats for engineers, department leadership, other city agencies, and the public. Through proactive monitoring and regular engagement with project teams, the role ensures that scheduling issues, risks, and progress updates are clearly communicated and addressed in a timely, collaborative manner.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Develops standards for project scheduling and tracking milestones in Microsoft Project/Planner and work with department members to implement.
  • Leads regular check-in meetings with Engineers to monitor project status, identify scheduling risks, and ensure timely progress.
  • Develops and maintains systems for tracking deadlines (contracts, grants, and associated reporting) and notifies Engineers accordingly.
  • Quantifies, analyzes, and reports on metrics related to capital project delivery.
  • Collects, interprets, and analyzes data on project delivery to identify trends, bottlenecks, and opportunities for improvement.
  • Creates dashboards using Power BI and/or GIS to communicate project metrics, schedules, deadlines, and other key performance indicators.
  • Generates reports, presentations, and communication materials to share data with department leadership, city departments, and other stakeholders.
  • Tracks, manages, responds to, and reports on resident inquiries and requests directed to the Engineering Department.
  • Attends meetings related to infrastructure projects and provides updates, scheduling information, or data insights as needed.
  • Performs other duties as assigned by the City Engineer or designee.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Bachelor’s degree from an accredited college or university in Civil Engineering, Construction Management, Business Administration, Data Analytics, Project Management, Industrial Engineering, Information Systems, Public Administration, Urban Planning, or a field with directly relevant coursework;
and 1–2 years of experience in project management, engineering project delivery, data analysis, or another field with demonstrated relevance. 

In lieu of a degree an additional four years of experience in civil engineering infrastructure project coordination, project scheduling, project management, or other discipline applicable to the work of this role may be substituted.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Working knowledge of Microsoft Office, with particular emphasis on Microsoft Project and Microsoft Planner as used for infrastructure scheduling, tracking, and project delivery.
  • Knowledge of civil engineering design and construction, including familiarity with Critical Path Method (CPM) schedules and other industry tools for resource allocation and schedule tracking.
  • Proficiency in developing and using dashboards and analytical outputs (e.g., Power BI, GIS, or similar platforms) to communicate data.
  • Broad computer literacy, including Microsoft Outlook, Word, Excel, PowerPoint, Project, and the ability to learn additional web-based applications.
  • Ability to collect, interpret, and analyze project data to identify trends, areas for improvement, and performance indicators.
  • Skill in organizing, analyzing, and tracking project schedules and related information in collaboration with technical experts.
  • Demonstrated ability to communicate clearly and effectively, both orally and in writing, including the ability to prepare reports, presentations, and public-facing communication materials.
  • Ability to present technical information and project status updates in a clear, accessible manner to coworkers, leadership, and external stakeholders.
  • Ability to carry out general instructions, manage tasks efficiently, and coordinate project activities across teams.
  • Capacity to work calmly and efficiently under pressure, meet deadlines on short notice, and occasionally work during evenings or weekends.
  • Ability to work collaboratively with department engineers, technical staff, department heads, city officials, and the general public.
  • Ability to supervise assigned project teams, interns, and contractors effectively.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, Civil Service tested position.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

General Funded hires into this class shall not be covered by Social Security but rather the City pension, contributing 10% of salary.
