Introduction

The City of New Haven is seeking a dynamic and detail-oriented Quality Assurance Manager to join the Health Department team. This pivotal role is responsible for advancing quality management and continuous improvement initiatives, ensuring compliance with federal, state, and local regulations, and promoting excellence in public health service delivery. The ideal candidate will bring expertise in program evaluation, data analysis, and stakeholder collaboration to enhance health outcomes and support our mission to serve the community with integrity and accountability.


PRIMARY FUNCTIONS

This position is responsible for performing advanced level quality management and continuous quality improvement of the New Haven Health Department. This position is also responsible for ensuring compliance with established policies, procedures, and all mandated federal, state, and local laws and regulations. This position is responsible for serving as a liaison between the Health Department, community agencies, and residents, as well as maintaining a thorough knowledge of the assigned program’s policies and procedures, and of changes and updates to federal, state, and local regulations.

This position is also responsible for developing, overseeing, and evaluating ongoing quality management and continuous quality improvement activities to ensure technical quality and integrity of the overall program. This component of the work also involves facilitating quality management (QM) and quality improvement processes with internal and external partners.

Work requires significant independent judgment and is evaluated through conferences, reports and observation of results.

TYPICAL DUTIES AND RESPONSIBILITIES

Compliance component:
  • Performs programmatic, fiscal, and universal monitoring, and evaluates service delivery systems for compliance with funders’, state, and local requirements.
  • Provides technical assistance to make appropriate recommendations for adjustments to ensure an optimum level of service and adherence to public health guidelines.
  • Conducts site visits and develops and implements corrective action plans; issues timelines to correct areas of weakness, non-compliance, deficiencies, and follow up reports.
  • Coordinates the preparation of reports and data submissions to local, state, and federal government funding sources as well as business and philanthropic funding sources.
  • Assists in preparing for and achieving compliance with the audit of services as required by funders.

Quality Management/Improvement component:
  • Develops and implements a written quality management and performance evaluation plan in conjunction with the Program Director Manager, consultants, and/or planning councils and advisory boards.
  • May supervise the work of a consultant or intern.
  • Coordinates clinical and non-clinical chart reviews and conducts site visits to document compliance with QM processes, issues reports of findings identified, establishes timelines to correct areas of weakness, non-compliance, and deficiencies, and follows up to document corrective actions taken by internal and external partners.
  • Researches best practices and evidence-based public health programs for replication and implementation.
  • Analyzes quality management indicators and evaluation data to update program procedures and improve public health and medical outcomes.
  • Provides training, support, and technical assistance to internal and external partners on topics such as the implementation of standards of care, outcome measures, QI methods and practices, and agency-specific QI efforts according to funders’ requirements.
  • Attends meetings with internal and external partners; provides accurate and current guidance regarding federal, state, and local laws, rules, policies, and procedures which may impact the delivery of public health services and grant related services.
  • Develops and supports statistical analysis reports; makes presentations relating to outcome evaluation activities, clinical chart review activities, and client satisfaction measurements. Reports include, but are not limited to, tracking changes in service utilization patterns, health markers, and quality of life indicators. 
  • Provides technical consultation and assistance to leadership in planning surveys, assessments, and program evaluations.
  • Conducts literature reviews and researches best practices, model programs, and promising programs on targeted topics.
  • Performs other related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Bachelor’s degree in Public Health, Health Care Administration, Nursing, or Business, and two years of professional-level experience in monitoring, auditing, or quality assurance activities in Public Health programs or quality management, quality improvement, or evaluation in Public Health programs required. Master's Degree in Public Health, Healthcare Administration, Nursing, Community Health or other allied healthcare degree preferred.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

Additional required knowledge, skills and abilities include:
  • Knowledge of a variety of evaluation methodologies.
  • Knowledge of current public health concerns and indicators for measuring the health status of a given population.
  • Knowledge of federal, state, and local government procedures and guidelines directly related to the administration and implementation programs under the purview of the New Haven Health Department.
  • Knowledge of healthcare services and public health principles, and practices.
  • Ability to use statistical analysis tools such as, Excel, GIS, , SPSS, SAS, or comparable programs to analyze multiple complex databases.
  • Ability to proficiently use Microsoft office suite.
  • Knowledge of health data assessment, analysis, and planning.
  • Ability to make informed objective decisions.
  • Ability to communicate effectively, verbally and in writing with staff, funding sources, community, private partners and external agencies, and residents.
  • Ability to interpret and analyze technical and statistical public health information and to prepare technical, oral, and written reports.
  • Ability to maintain confidentiality of program, staff, and client information.
  • Ability to organize, prioritize, and meet deadlines
  • Ability to work well with people of diverse backgrounds.
  • Ability to work independently and in groups.
  • Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability to effectively complete assigned tasks and contribute to the smooth operation of the department and division.
  • Ability to demonstrate commitment to the department mission, values, and policies in the performance of daily duties.

NECESSARY SPECIAL REQUIREMENTS

  • Valid driver’s license required to perform the field visit requirements of this position, and must be maintained during employment in this position.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a "Special Fund," non-tested position. Continued employment contingent upon availability of future funding. Funding may be terminated at any time.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

Special Funded employees shall not be covered by the City pension but shall continue to be covered by Social Security.
