PRIMARY FUNCTIONS

This is skilled work in the operation of standard, heavy, or large complex trucks and related maintenance and construction equipment, and manual work related to the operation of such equipment.

Depending on assignment, work may include the safe and efficient operation of trucks exceeding 1800 #GVW in performing street and sewer maintenance and repair, grass and lot mowing, cleaning, and transporting personnel and materials.

Work may also require the operation of sewer and drain cleaning apparatus, compressors, jack hammers and asphalt rakes; loading and unloading materials and supervision over a small group of unskilled workers.

In some assignments, work may include trucks exceeding 18000 #GVW, vactor cleaners, payloaders, leaf machines, and small rollers. Additional work may include the safe and efficient operation, routine maintenance, and minor repair of large complex trucks, street sweepers, paving machines, bulldozers, motorgraders, large rollers, back hoes, snow plows, and sand spreaders.

Work is typically 40 hours per week, with a 7:00 a.m. - 3:30 p.m. shift.

TYPICAL DUTIES AND RESPONSIBILITIES


Equipment Operator I work includes:

  • Driving a truck, participates in and directs the loading and unloading of materials; checks condition of truck, and reports the need of repairs or adjustments.
  • Operates a tractor pulling gang grass mowers, or cycle bar; breaks up cut grass. Operates a winch mounted on a truck to lift and load stumps and other heavy objects.
  • Operates compressors, jack hammers and asphalt rakes.
  • Performs semi-skilled tasks requiring the use of hand tools.

Equipment Operator II work includes:

  • Operates heavy trucks or trucks with moderately complex attachments.
  • Operates a vactor cleaner to clean gutters and sewers.
  • Operates a payloader to load supplies and materials.
  • Operates a leaf machine.
  • Operates a small roller in asphalt work.
  • Checks out assigned equipment; performs routine servicing; detects and reports malfunctions in equipment; performs minor adjustments and repairs in the field.
  • Supervises small crews of unskilled and skilled workers.
  • Prepares routine reports.

Equipment Operator III work includes:

  • Operates a street sweeper to sweep streets and parking areas.
  • Operates an asphalt spreader controlling width and thickness of the spread.
  • Operates a snowplow to remove snow from streets and roadways.
  • Operates a crane in excavating ditches, dredging ponds, excavating for streets, pulling and driving pilings, excavating for sewer or water trenches, and loading refuse and materials; and changes rigging of crane for different uses.
  • Operates a large bulldozer for clearing land, pulling stumps, distributing materials, and doing finished grading.
  • Operates a grader in doing finished grading on streets and highways.
  • Operates a large bulldozer at the sanitary landfill; operates a compactor.
  • Supervises and participates in performing semi-skilled and unskilled manual tasks.
  • Makes minor repairs and adjustments and looks after the oiling, greasing, and cleaning of the equipment operated.
  • Operates tractor-trailer in transporting men and materials.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Three months to one year of experience in the operation of standard trucks, tractors, and similar; or any equivalent combination of training and experience.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Knowledge of the traffic laws involved in the operation of automotive vehicles.
  • Knowledge of city street layout.
  • Ability to operate automotive and related equipment safely and efficiently.
  • Ability to understand and follow oral and written instructions.
  • Ability to detect operating defects.
  • Ability to perform manual labor for extended periods under varying climatic conditions.
  • Skill in the operation of the assigned equipment.

NECESSARY SPECIAL REQUIREMENTS

  • Must possess and maintain a valid Connecticut Commercial Driver’s License (CDL).
Persons with a job required CDL are subject to random drug screenings, and must meet all Federal Motor Carrier Safety Administration Drug & Alcohol Clearinghouse requirements. This may include registering with the Clearinghouse and consenting for the City to perform a limited and/or full query as defined by the FMCSA Drug & Alcohol Clearinghouse.

PHYSICAL REQUIREMENTS & WORKING CONDITIONS

Requires the ability to perform work in varying weather conditions, in and around vehicular traffic.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a "General Fund," non-tested position.

This position is included in a collective bargaining agreement with Local 424, Unit 34, United Public Service Employees Union.

Hires into this class shall not be covered by Social Security but instead will contribute 9% of pay to the City pension.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening in accordance with the City’s Drug Free Workplace Policy*, and (3) a 120-day probationary period.
