Introduction

This Community Planning Liaison will establish relationships with new and existing medical reserve corps volunteers who respond to public health emergencies affecting the City of New Haven.

As the Community Planning Liaison, you will work with the New Haven Health Department’s Medical Reserve Corps Unit to plan and execute public health emergency response volunteer activities. The Community Liaison will attend meetings with local and state public health emergency preparedness partners.

PRIMARY FUNCTIONS

This is highly responsible administrative work assisting the Administration as a liaison with the federal, state and local governments and the community. Work involves the promotion of planning activities which will affect the future development of the City.

In this assignment, staff member will work with the Public Health Emergency Response Coordinator or designee on recruiting, training, deploying, and retaining Medical Reserve Corps volunteers.

Hybrid remote telework options may be available once work routines are established.

Part Time, 19 hours per week.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Represents the City administration in meetings with federal and state officials as well as members of local public and private sector agencies.
  • Administers, on behalf of the City, certain professional services contracts and directs the work of consultants;
  • Represents the Director in an official capacity as requested at community meetings;
  • Initiates ideas for outreach and promotional improvements;
  • Attends local and regional meetings designed to disseminate information on recent developments in services and programs;
  • Assists in planning and developing strategies that will increase public awareness;
  • Maintains planning of activities and monitoring reports as required by the program.
  • Analyzes data and assists in the preparation of various required reports.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from a four year college or university with major course work in planning, public or business administration, or a related field; 3 to 5 years experience in public administration, municipal planning or public relations, or any equivalent combination of training and experience which provides the following knowledge, skills and abilities:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Considerable knowledge of municipal governmental structure and relations.
  • Considerable knowledge of federal and state funding structure as it relates to municipal government.
  • Knowledge of local community agencies.
  • Knowledge of research methods.
  • Ability to maintain confidentiality.
  • Ability to establish and maintain effective relationship with government officials, as well as businesses and community representatives.
  • Ability to analyze a variety of administrative problems, to make recommendations for their solution, and to implement the recommendations.
  • Ability to express oneself effectively, both orally and in writing.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a Special Fund, "Non Tested" position. Continued employment contingent upon availability of future funding.

This part time position is not eligible to receive medical benefits, vacation pay, sick pay, holiday, union membership, or union contractual benefits. Any period of part time employment will not be construed in any way to mean probationary employment. Persons may not be employed in two concurrent part time positions with the City and/or the Board of Education at the same time.
