PRIMARY FUNCTIONS

The primary function of the Bilingual/ESOL Examiner is to administer testing to students based on the Home Language Survey to determine if students are eligible for services as a Multilingual Learner /English Language Learner as required by the state of Connecticut.

The Bilingual Language Proficiency Examiner maintains students’ files including Home Language Survey and parent’s permission. They also schedule testing appointments and provide information to parents about our programs offered in the district (Dual language, ESL and Sheltered Content Instruction) as required by the state of Connecticut. Maintains data, students’ files, and works with ML department staff, registration, related to the examination of students.

TYPICAL DUTIES AND RESPONSIBILITIES

The Responsibilities of this position include:

  • Examining students and scoring Las Links profile and Pre Las-Assessments to see if students qualify for services as required by the state of Connecticut.
  • Working collaboratively with ML district coaches, registration department, preschool department, and Multilingual teachers to ensure multilingual learners students were tested.
  • Maintaining files of students who were tested and exited the program with required documents like Home Language Survey, assessments, and parents’ permission.
  • Gathering and entering data into the existing data sheet or district platform.
  • Supporting parents, teachers, and other school personnel on issues of assessment, diagnosis, and appropriate instructional programming for language minority students.
  • Collaborating with Pupil Services Personnel staff in the identification and instructional programming for limited English proficient students with special needs.

EDUCATION, QUALIFICATIONS & EXPERIENCE

  • Associate’s Degree or higher from an accredited college or university with course work related to education. 
  • Prior experience with LAS Links Profile and Pre Las Assessments and scoring for English learners required. 
  • Bilingual in English and Spanish is required.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Understanding of administering and scoring Las Links profile and Pre Las-Assessments to identify students as English learners to see if student qualify for services as required by the state of Connecticut.
  • Understanding of dual language and ESL programs in the district.
  • Strong organizational and customer service skills.
  • Knowledge of modern software and technologies, such as Power School, Google suites and Microsoft Office, especially Excel.
  • Strong oral and written communication skills in English and Spanish.
  • Knowledge about LAS Links Profile and Pre Las Assessments and scoring for English learners
  • Understanding of different Multilingual learners’ programs in the district.

NECESSARY SPECIAL REQUIREMENTS

  • Must be Spanish / English bilingual.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, "Tested" position.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 884, Range 8.

General Funded hires into this class shall not be covered by Social Security but rather the City pension, contributing 9% of salary.

Employment is contingent upon a pre-employment process, which may include: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening in accordance with the City’s Drug Free Workplace Policy*, and (3) a 90-day probationary period.

*Pursuant to the Federal Drug Free Workplace Act of 1988, The City of New Haven has a adopted a Drug Free Workplace Policy. The City of New Haven requires a pre-employment drug test, which includes screening for marijuana.
