Introduction
The New Haven Fire Department was organized as a paid Department on June 24, 1862.
The mission of the New Haven Fire Department is to contribute within appropriate authority to the maintenance and improvement of the quality of life in the City of New Haven through fire suppression, fire prevention, emergency medical service, rescue, emergency communications, special services, emergency management, and the effective training for an administration of these activities. These activities are to be provided for all that live and work, visit or invest in our City.
The New Haven Fire Department is proud to be an ISO class 1 Fire Department.
PRIMARY FUNCTIONS
This is highly responsible administrative and professional work in the management and operation of the Fire Department. Work includes the command responsibility for all the administrative functions of the department.
Work includes representation of the Fire Chief in their absence. Work may require commanding and or operating at an All-Hazards Incident. Work is performed under the general supervision of the Fire Chief and is reviewed and can be modified through conferences.
TYPICAL DUTIES AND RESPONSIBILITIES
- Assists in the preparation of the department's annual budget; oversees administrative functions of the department, including personnel actions, all collective bargaining units, and budget execution.
- Responsible for maintaining updated and proper rules, regulations, general orders, and their enforcement, under the general direction of the Fire Chief.
- Plans for, and assists in, assignments and transfers of all department personnel.
- Plans for, and assists in, organizational changes to the department.
- Plans for, and assists in, analyzing, developing, and implementing data management strategies and operations.
- Pursues all grant and other revenue opportunities for the department.
- Serves as a representative of the Fire Chief and the department at any necessary incidents, emergencies, legislative or public meeting, media need.
- Performs other related work as required.
EDUCATION, QUALIFICATIONS & EXPERIENCE
Graduation from high school, preferably supplemented by college level courses in fire engineering, or fire technology; and five to ten years of experience in firefighting, including three to five years supervisory experience or the equivalent in leadership, supervisory or managerial experience outside of the rank structure.
KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES
- Extensive knowledge of the rules and regulations of the department, and of fire prevention laws and ordinances.
- Extensive knowledge of modern developments in the field of firefighting and related activities.
- Extensive knowledge of the principles of public administration with special reference to departmental personnel and budget administration.
- Extensive knowledge of local rules for personnel management such city policies, processes and relevant collective bargaining agreements and workable knowledge of federal and state laws, statutes and policies of the same.
- Working knowledge of common business software, i.e., the Microsoft Office Suite.
- Some knowledge of modern firefighting methods and equipment, of fire department hydraulics, and of fire prevention methods.
- Ability to analyze the effectiveness of the department and to correlate its development with changing conditions in the City.
- Ability to plan, assign, and direct the work of responsible subordinates.
- Ability to establish and maintain effective relationships with City officials and the general public.
- Ability to represent the department and advocate for its needs, as necessary, before boards, commissions, the media and the general public.
NECESSARY SPECIAL REQUIREMENTS
- Residency in the City of New Haven required within 6 months of appointment for Elector status.
SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT
This is a "General Fund" non-tested position; Board of Fire Commissioner appointment.

Eligible internal candidates:
Medical benefits remain as afforded to active members of Local 825. Members of P&F plan at time of becoming Confidential Employees or Executive Management Employees may remain as members of the P&F Plan provided that they remain in a Sworn capacity.
External candidates:
Hires into this class shall not be covered by the City pension but shall continue to be covered by Social Security; additionally, employee will contribute 7.5% of base pay into a defined contribution plan.
