The Department of New Haven Community Resilience is a data-driven coordinated social services agency that aims to address complex human services needs in New Haven by diverting people from the criminal justice system and promoting community healing and well-being.

The department seeks to improve the city’s ability to coordinate among contractors and service providers serving similar populations with similar needs to minimize duplication. It supports programs in data-based problem analysis and identifying and tracking key performance metrics that can be reported to the administration, Board of Alders, and the public.

The department oversees the Office of Violence Prevention, the Office of Community Mental Health, the Office of Housing and Homelessness, Reentry services, Elm City COMPASS, and Harm Reduction.

PRIMARY FUNCTIONS

This is specialized professional work in the areas of research, geography, and analysis. This position’s primary responsibilities are directly related to the development of GIS for the purpose of analysis/research and to provide decision support mechanisms for planning and development. An additional function includes assistance in the design, implementation, automation, and maintenance of various computer databases as well as forming formal and informal partnerships with internal units and external agencies for the purpose of sharing information.

Work is primarily self-directed, and may be performed under the direction of a GIS manager or departmental director, depending on the department where the position exists. Internal and external requests for service are prioritized and handled accordingly.

Limited hybrid remote work options for some aspects of the work may be available once work routine are established.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Provide mapping and analysis for department related planning initiatives and programs.
  • Perform analysis/research using GIS, such as tactical planning and analysis through cluster/hot spot identification, and long-term strategic planning and analysis.
  • Identify evolving or existing problems and patterns.
  • Research and develop statistical information using a variety of data which may include maps, charts and graphs utilizing a variety of GIS applications.
  • Advise City personnel on options for using GIS as a component of research projects they are considering; provide GIS services to other departments/units.
  • Review, evaluate, and recommend appropriate systems, forms, and procedures related to gathering and reporting a variety of requested information.
  • Develop, implement, monitor and maintain GIS database layers; create, debug and modify programs to support analysis through GIS.
  • Perform QA/QC activities.
  • Work as a team member to identify tasks needing to be automated for analysts and other department personnel; assist in the automation of routine tasks related to GIS; develop and implement automation process; perform software quality assurance procedures; maintain active role in the evaluation process of newly developed products.
  • Collate and organize pertinent data for analysis through review of reports, computer files and other sources of information.
  • Coordinate the gathering and sharing of data with other agencies and other segments of the community.
  • Assist with development and maintenance of maps and/or other data on the City’s web sites.
  • Make presentations regarding the functionality/application of GIS.
  • Work on enterprise-wide projects to integrate GIS with other department computer systems.
  • Train other personnel in the use of GIS related software.
  • Provide technical support for GIS applications.
  • Perform related duties as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

  • Graduation from an accredited four-year college or university with major course work in geography, planning, or related field. 
  • Graduate degree preferred.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Extensive academic and/or working experience, preferably in a metropolitan area, with one or more geographic system applications; experience using ArcView GIS software and extensions; familiarity with ArcInfo.
  • Experience in data analysis, research methods and statistics; Ability to conduct complex statistical and analytical studies.
  • Experience operating PC and/or mainframe computers and Internet resources.
  • Experience in preparing maps, spreadsheets, graphs and reports for operational use.
  • Ability to establish and maintain effective relationships with fellow employees, representatives of other agencies, the media, and the general public; Ability to supervise and train others.
  • Ability to communicate effectively orally and in written form on technical subjects and practical applications.
  • Ability to work effectively with minimum supervision.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a Special Fund, "Non-Tested" position. 

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 9.

Special Funded employees shall not be covered by the City pension but shall continue to be covered by Social Security.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening in accordance with the City’s Drug Free Workplace Policy*, and (3) a 90-day probationary period.
