The City of New Haven’s Transportation, Traffic and Parking Department combines elements of traffic safety / engineering, parking management, community and economic development and urban planning. PRIMARY FUNCTIONS
The Traffic Projects Engineer plays a pivotal role in advancing traffic engineering and transportation planning projects within the City of New Haven. This highly responsible position, under the guidance of the Director or their designee, involves formulating comprehensive plans and recommendations to enhance the transportation system.

TYPICAL DUTIES AND RESPONSIBILITIES
- Designs, modifies, and coordinates the maintenance of the traffic signal system.
- Prepares traffic projections and geometric plans for new and revised highways, including traffic control devices, to enhance flow and safety.
- Reviews building plans to assess their effect on the city's street system and traffic load, and patterns.
- Compiles statistics to identify high accident locations and develops plans to enhance safety at these sites.
- Prepares comprehensive plans to optimize the safe and efficient flow of traffic on city streets.
- Conducts specialized surveys to gather critical data for traffic engineering and transportation planning analysis.
- Conducts comprehensive safety audits of roadways, intersections, and pedestrian crossings, identifying potential hazards and recommending safety enhancements.
- Utilizes current technologies to model and analyze traffic flow, congestion, and intersection operations for complex urban and highway networks.
- Provides support to senior staff for public meetings related to traffic projects and updates on planned improvements.
- Provides support in preparing detailed cost estimates, budget proposals, and funding applications for traffic engineering and transportation planning projects.
- Integrates sustainable transportation practices, such as active transportation, and multi-modal transportation , into traffic engineering and transportation planning projects.
- May utilize Geographic Information Systems (GIS) to conduct spatial analysis for traffic studies, including mapping traffic patterns, identifying high-impact areas, and visualizing proposed improvements.
- Ensures that all traffic engineering projects comply with local, state, and federal regulations, including ADA accessibility standards, environmental impact assessments, and zoning requirements.
- Performs related work as required.
EDUCATION, QUALIFICATIONS & EXPERIENCE
Graduation from an accredited four-year college or university with major course work in civil engineering, traffic engineering, or related field; and 3 to 5 years of engineering experience including 1 to 3 years of traffic engineering and transportation planning experience. (EIT required.) The candidate will have:
- Connecticut Professional Engineering (P.E.) License or Registration by the date of hiring; or
- Professional Engineering (P.E.) License or Registration from another state with the requirement to successfully reciprocate to Connecticut within twelve (12) months of hiring; or
- Engineering-in-Training Certification by the date of hiring with the requirement to obtain a Connecticut Professional Engineering (P.E.) License or Registration within eighteen (18) months of hiring.
Preference given to candidates who currently possess a P.E. (CT or out-of-state)
KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES
- Thorough knowledge of the principles and practices of traffic engineering and transportation planning.
- Thorough knowledge of traffic signal systems.
- Thorough knowledge of active transportation planning and design.
- Ability to prepare complete plans, estimates, and specifications for major traffic engineering improvements.
- Ability to prepare and make presentations to a variety of stakeholders.
- Ability to supervise personnel.
- Ability to establish and maintain effective working relationships with other employees and with the public.
- Ability to prepare technical reports, specifications, and contracts for traffic engineering and transportation planning projects.
- AutoCAD/Microstation proficiency is required.
- Understanding of CTDOT, FHWA, Manual on Uniform Traffic Control Devices (MUTCD), National Association of City Transportation Officials (NACTO), American Association of State Highway and Transportation Officials (AASHTO) and other design guidelines and standards as they apply to traffic engineering and transportation planning strongly preferred.
- Proficiency in utilizing modern technologies for modeling (HCS/Synchro) and analyzing traffic flow strongly preferred.
- Understanding of integrating sustainable transportation practices into traffic engineering projects.
- Proficient in navigating and adhering to regulatory standards, including ADA accessibility requirements.
NECESSARY SPECIAL REQUIREMENTS
• Must have and maintain a valid Connecticut Driver’s License.
• Connecticut Professional Engineering (P.E.) License or Registration by the date of hiring;

PHYSICAL REQUIREMENTS & WORKING CONDITIONS
SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT
This is a Special Fund, "Non-Tested" position.
This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 10.

Special Funded employees shall not be covered by the City pension but shall continue to be covered by Social Security.
Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening in accordance with the City’s Drug Free Workplace Policy*, and (3) a 90-day probationary period.
