PRIMARY FUNCTIONS

This position currently exists in the City's Office of Information Technology (OIT) and in the Board of Education Data Center (BOE). Depending on the location of the position, the nature of work, actual responsibilities and requirements may differ. Generally, this position entails responsibility for a major area of Information Technology, either in the development, upgrade and maintenance of hardware, network of operating systems, or the development, implementation and support of a major application system.

Work may involve the planning, organizing and management of a professional team to produce working systems such as determining functional requirements, system specifications, plans, time, and cost estimates, system design and programming, implementation and follow-up efforts.

TYPICAL DUTIES AND RESPONSIBILITIES

  • This position may include monitoring, maintenance and supervision of data center services through server administration of Windows 20XX, AS400, Microsoft Products, Xerox Docushare, Mobile Devices, VM Ware Desktop and Server Virtualization, and Linux servers.
  • Responsible for the planning and providing work plans, administration, and control of all activities required to produce a working system as it relates to specific project.
  • Serves as key contact with the user, department’s management or end-user and Information Technology and EDP upper management for the project.
  • Coordinates and generally is responsible for bringing appropriate resources to bear as needed.
  • Responsible within a specific project for the organization of staff, preparing time and cost estimates, conducting technical reviews of application analysis and design of both software and hardware.
  • Assures that installation standards and polices are performed properly.
  • Under general managerial direction, employee's attention is generally focused upon a major project and assembling whatever talent is needed to carry it out.
  • Responsible for evaluating the performance of personnel and designs requirements of highly skilled professional staff consistent with the needs of a project.
  • Employee is responsible for the quality and results obtained in functions which include systems analysis and design, economic evaluations, programming, data conversion and implementation.
  • May, in the course of developing a system, be responsible for the selection of outside contractors and administering contracts.
  • Responsible for coordination and implementation of end-user application training.
  • Specific to the position of Project Leader in the BOE: Responsible for student information system administration and support.
  • Performs related work required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from an accredited college or university with major course work in computer science or related area. Requires 3 to 5 years experience in the appropriate area of systems technology, server management and/or LAN/WAN system and AS/400 system support; or any equivalent combination of training and experience which provides the following knowledge, abilities and skills:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Considerable knowledge of principles and practices of data system technology and management.
  • Considerable knowledge of management of personal computers, servers and network hardware.
  • Experience in the supervision of data center employees and related projects.
  • Considerable ability to prepare manuals and reports.
  • Considerable ability to communicate in written and oral form.
  • Willingness to engage in regular technical training.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, "Tested" position. 

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 9.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening accordance with the City’s Drug Free Workplace Policy*, and (3) a 90-day probationary period. Pursuant to the Federal Drug Free Workplace Act of 1988, The City of New Haven has a adopted a Drug Free Workplace Policy. The City of New Haven requires a pre-employment drug test, which includes screening for marijuana.

Selection Plan

Applications will be reviewed by the Department of Human Resources.  Persons meeting minimum requirements will be invited to participate in a Civil Service exam process at a later date. This is a "Continuous Recruitment," Exams will occur several times a year; qualified candidates will receive exam details via email.
