The Office of Building Inspection and Enforcement is focused on customer service, safety, and providing the best possible advice and inspection services to homeowners, contractors, and developers.
We administer the permits for residential and non-residential construction within the community. Permits are administered according to state and local building codes. Our goal is to ensure the safety of the public by requiring building construction projects adhere to these codes. The department is also instrumental in creating an environment in which high quality construction and development can occur in New Haven’s neighborhoods.
PRIMARY FUNCTIONS
This is technical work in enforcing compliance with building codes and ordinances governing building construction, alterations, and repair.
Work involves the inspection of buildings and the examination of building plans for compliance with zoning, safety, and related regulations and requirements. Although new or difficult situations may be referred to a supervisor, the employee ordinarily works alone in the field and is responsible for independent decisions requiring technical discretion and judgment in inspecting a wide variety of projects.
Work is subject to periodic inspection and reports are reviewed by a Deputy Building Inspector.
TYPICAL DUTIES AND RESPONSIBILITIES
- Inspects buildings in the process of construction, alteration, or repair for compliance with the building or zoning code requirements and conformance to plans; inspects abandoned buildings and dangerous or unsafe structures.
- Notifies owners, contractors, or construction Foreperson of violations either orally, or in writing and performs follow-up inspections to insure that corrective action has been taken.
- Investigates complaints and reports of suspected building code violations.
- Follows through on all complaints from Aldermen, property owners, Livable City Initiative, Fire Department, and other related City agencies, and the general public regarding vacant and/or hazardous and unsafe buildings and structures.
- Answers telephone calls for questions regarding status of building code concerns..
- Makes written record of all inspections together with notes on any action taken.
- Attends seminars on matters of fire safety, building codes, enforcement, etc.
- Performs related work as required.
EDUCATION, QUALIFICATIONS & EXPERIENCE
Graduation from high school; and 3 to 5 years experience in the building construction trades including one to three years supervisory experience; or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills:
KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES
- Considerable knowledge of modern building construction practices, methods, materials, and equipment.
- Considerable knowledge of building and zoning codes and related laws and ordinances.
- Knowledge of the principles and practices of modern building inspection programs.
- Ability to develop a working knowledge of demolition ordinances and related laws and ordinances.
- Ability to read and interpret plans and specifications to determine conformity with building codes and regulations.
- Ability to detect structural and other faults and to appraise quality of construction and physical deterioration.
- Ability to enforce regulations with firmness, tact, and impartiality.
- Ability to establish and maintain effective working relationships with building owners, contractors, and the public.
NECESSARY SPECIAL REQUIREMENTS
- State of Connecticut certification as an Assistant Building Official or Building Official is required at time of application.
- Possession of a valid driver’s license at time of application.
SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT
This is a General Fund, "Tested" position.
This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 6.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.
Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening accordance with the City’s Drug Free Workplace Policy*, and (3) a 90-day probationary period.
