Community Development Block Grant
The Community Development Block Grant (CDBG) Program provides annual grants on a formula basis to states, cities, and counties to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low- and moderate-income persons. The program is authorized under Title 1 of the Housing and Community Development Act of 1974, Public Law 93-383, as amended 42 U.S.C. 5301 et seq. The program was designed to reinforce several important values and principles of community development:

  • CDBG's emphasis on consolidated planning expands and strengthens partnerships among all levels of government and the private sector in enhancing community development.

PRIMARY FUNCTIONS

This is a responsible professional accounting staff position involving technical accounting projects in the administration of the Community Development Block Grant Program for the City Of New Haven.

Work involves: coordinating and analyzing information from various manual, computerized, and other sources for use in preparing complex financial reports to assure compliance with City policies as well as State and Federal regulations; providing assistance regarding adherence to Generally Accepted Accounting Principles (G.A.A.P.) in collecting and reporting CD information; and working closely with City Controller’s Office to achieve the necessary coordination. 

Work is performed with considerable independent judgement both in method and procedures followed and in final analysis within the framework of established policies and procedures. Work is supervised by the CDBG Chief Accountant and the Director of Federal Grants and evaluated periodically on the basis of thoroughness and the validity of conclusions and recommendations made.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Confirms expenditures and checks vouchers against expenditure records for conformity with standard accounting procedures and the legality of transactions.
  • Prepares monthly bank/cash reconciliations covering CDBG and UDAG fund accounts.
  • Assists in the preparation and maintenance of financial books, ledgers and records in accordance with governmental accounting standards.
  • Organizes and prepares complex government reports to close CDBG entitlement years.
  • Assists in development of accounting and other information systems to collect and report CD Block Grant fund uses and revenues.
  • Plans, coordinates and implements manual information and accounting systems where necessary.
  • Analyzes and reconciles financial accounts and prepares the necessary reports and subsequent adjustments.
  • Researches and prepares exhibits and reports relating to resolution of independent audit findings.
  • Performs related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from an accredited four-year college or university with major course work in accounting/finance, three to five years of diversified accounting/finance experience and two years of personal computer (PC) spreadsheet experience with two to five years of general computer exposure, or any equivalent combination of training and experience which provides the following knowledge, abilities and skills:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Thorough knowledge of the principles and practices of accounting, especially federal grant accounting.
  • Thorough knowledge of the accepted auditing procedures especially as they relate to extensive and complex accounting systems.
  • Knowledge of the laws and regulations relating to CDBG accounting.
  • Knowledge of computerized accounting procedures and systems.
  • Ability to analyze and prepare detailed financial statements.
  • Ability to interpret the requirements and objectives of independent, federal and city audits.
  • Ability to work well with others.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a "Special Fund," non-tested position. Continued employment contingent upon availability of future funding; this particular fund is an ongoing federal grant.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 8.

Special Funded employees shall not be covered by the City pension but shall continue to be covered by Social Security.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening in accordance with the City’s Drug Free Workplace Policy*, and (3) a 90-day probationary period.
