Introduction
The Office of Building Inspection and Enforcement is focused on customer service, safety, and providing the best possible advice and inspection services to homeowners, contractors, and developers.
We administer the permits for residential and non-residential construction within the community. Permits are administered according to state and local building codes. Our goal is to ensure the safety of the public by requiring building construction projects adhere to these codes. The department is also instrumental in creating an environment in which high quality construction and development can occur in New Haven’s neighborhoods.
PRIMARY FUNCTIONS
This is responsible administrative and technical code enforcement work. Work involves organizing the review of plans, checking the interpretation of same, and organizing along with checking the field inspections and keeping records on periodic inspections. Work is performed under the general supervision of the Building Inspector with considerable latitude for independent judgment and is reviewed through conferences and reports.
TYPICAL DUTIES AND RESPONSIBILITIES
- Meets with architects, contractors, engineers, property owners and other key stakeholders as necessary to ensure compliance with all applicable codes.
- Examines and approves preliminary and final drawings and specifications for all new major buildings, extensive alteration or structures involving special problems.
- Supervises and checks the work of field inspectors; assists with complex problems.
- Makes inspections of sites and existing conditions as necessary to determine practicability of plans before issuing of permits.
- Makes decisions on building code interpretations, consults with the Building Inspector on major construction projects.
- Takes corrective measures to ensure public safety, in cases of major catastrophes or fires at any hour of day or night.
- Receives and reviews all field reports on inspections and complaints and initiates follow-up action on same.
- Schedule OEDM training classes for field inspectors to ensure state licensure compliance.
- Maintain updated code books/materials to ensure field inspectors are supplied with the current regulations for code enforcement.
- Performs other related work as required.
EDUCATION, QUALIFICATIONS & EXPERIENCE
Graduation from high school, supplemented by vocational or college level courses in engineering or building construction; and, 5 to 10 years in codes enforcement; or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills:
KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES
- Thorough knowledge of modern building construction, practices, methods, materials and equipment;
- Thorough knowledge of Building, Zoning, and Fire Safety Codes and related laws and ordinances, Traffic & Parking at times of major fires or catastrophes;
- Ability to read and interpret plans, and specifications to determined conformity with building regulations;
- Ability to detect structural and other faults and to appraise quality of construction and physical deterioration;
- Ability to enforce regulations with firmness, tact, and impartiality;
- Ability to identify procedural and/or technological strategies to assist in developing the department’s capability to make on-line permitting or licensing services available to the public;
- Ability to establish and maintain effective working relationships with building owners, contractors, and the public.
NECESSARY SPECIAL REQUIREMENTS
- State of Connecticut certification as a Building Official is required at time of application.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT
This is a General Fund, "Tested" position.
This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 10 .

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.
Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening, and (3) a 90-day probationary period.
