PRIMARY FUNCTIONS

This is a professional middle management position requiring administrative and technical skills to assist in the coordination of City departments that directly provide services to the residents of New Haven. This position reports to the Chief Administrative officer or designee and involves managing special projects, particularly improving operational workflow processes.

Work includes assessing and implementing work management software systems, assisting departments in adapting their workflow to these systems, and implementation. Other responsibilities may include continued work-management role with these systems.

Hybrid remote work options for some aspects of the work may be available once work routine are established.


TYPICAL DUTIES AND RESPONSIBILITIES

  • Talks with department heads, support staff and operations staff to achieve a thorough understanding of what work the department must accomplish and the necessary steps to accomplish that work.
  • Meets with software vendors to assess whether their products will achieve departmental needs as-is, and understand what would be involved in terms of cost, time and staff involvement in any changes to adapt their product to City needs.
  • Project manage implementation of work management systems, including ensuring all necessary training is conducted, bugs are fixed by the vendor, and modifications are completed promptly.
  • Understands the customer service goals of the department(s), and works to ensure software systems and department(s) workflow are aligned with these goals.
  • Provides on-going support and may assist in on-going use of work management systems once in place.
  • Performs related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from a four-year college or university, with major course work in public administration or information technology preferred. One to three years’ experience in working in an operations environment in a position that is involved in improving workflow and efficiency; one to three years’ experience implementing software systems; or any equivalent combination of training and experience which provides the following necessary knowledge, skills and abilities:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Knowledge of the mechanics and principles used in the design and implementation of automated workflow and or job order scheduling systems.  
  • Demonstrated ability to plan and manage the implementation of a work order/workflow management systems across multiple disciplines and departments.
  • Knowledge of the basic functions of the various departments which support and maintain municipal infrastructure such as: Public Works, Parks, Transportation Traffic and Parking, etc.  
  • Must possess ability to communicate effectively, orally and in writing, with the public, elected officials, employees, department heads and community agents.
  • Must have experience working with teams, composing correspondence and reports, and coordinating projects.
  • Must be flexible to adapt to shifting priorities.
  • Must possess other computer literacy skills that include Microsoft Outlook, Word, Excel, and PowerPoint.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, "Tested" position. 

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 9.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening, (3) registration in the New Haven COVID Vaccination/Testing portal and providing proof of Vaccination status, as per the Mandatory COVID Vaccination/Testing Policy, and (4) a 90-day probationary period.
