PRIMARY FUNCTIONS
This is highly responsible supervisory work in managing the repair and maintenance of motor vehicles and related equipment. The Superintendent of Motor Vehicles works side by side with subordinate personnel to instruct and assist in the repair and maintenance of all department motor vehicles and related equipment. The work also includes planning, scheduling, parts inventory control of the Public Works garage, fleet of vehicles and City rolling stock as scheduled for repairs.
Work involves the supervision of subordinate personnel, to include all craftsmen and semiskilled helpers engaged in the mechanical repair of motor vehicles and related equipment. The Superintendent of Motor Vehicles is permitted a wide range of independence in the operation of the Department’s repair and maintenance facility and makes decisions based on established department policies and work practices.
TYPICAL DUTIES AND RESPONSIBILITIES
- The Superintendent of Motor Vehicles is involved in the development of city-wide fleet management operations to include: the development and upkeep of a city-wide vehicle inventory, overseeing the department’s preventive maintenance programs, fuel management, reporting procedures and conservation strategies, specifications for vehicles and equipment, replacement and repair, vehicle pool operations and management of fleet-related programs.
- Works side by side with subordinate personnel to instruct and assist in the repair and maintenance of all department motor vehicles and related equipment.
- Supervises and inspects all automotive maintenance and repair work done by subordinates.
- Evaluates the performance of personnel under their supervision.
- Evaluates maintenance and repair programs by City staff and contracted services.
- Reviews equipment utilization, assignments and inventory levels and develops recommendations.
- Maintains inventory control over supplies, parts and equipment.
- Prepares vehicle specifications and coordinates fleet purchases, maintenance and repair programs.
- Participates in the fleet review purchasing plan.
- Maintains the vehicle licensing and registration logs and files
- Develops vehicle and equipment specification for respective departments for service needs and assists the Fleet Management Committee in the prioritization and procurement of equipment.
- Responsible to ensure parts, equipment, and procurement of supplies are provided to the mechanics for equipment repair purposes. This also includes the maintenance of records and “history jackets” on all assigned rolling stock.
- Maintains records pertaining to the maintenance and repair of all vehicles. Prepares reports as requested by the Supervisor of Support Services.
- Assists in the preparation of garage and maintenance budget and monitors city fleet operation and expenditures.
- Develops and monitors city fleet fuel usage for energy conservation programs and maintains and monitors the City’s automated fuel dispensing system and preventative maintenance program.
- Makes recommendations on the most efficient and economical method of returning equipment to use. Directs the layout of shop plan space to achieve maximum utilization of available area.
- The Superintendent of Motor Vehicles will be responsible for assisting with the maintenance of accident records, overseeing insurance claims, and similar duties.
- Evaluates vehicle accidents, damage vs. abuse.
- Maintains accident records involving department vehicles or equipment.
- Prepares and maintains records and plans required under the requisite Occupational Health and Safety laws and regulations. Instructs and oversees subordinates in safety issues.
- Enforces the City's Vehicle use policies.
- Implements preventive maintenance strategies and facilitates training and education programs for respective city departments.
- Develops and maintains driver and equipment operator training program.
- Performs related work as required.
EDUCATION, QUALIFICATIONS & EXPERIENCE
Graduation from an accredited high school and two years of formal education at an accredited college or university with five years of experience at the journeyman level in the automotive mechanics trade, including at least two years in supervisory experience relating to fleet management, public works operations and or safety training.
KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES
Or, any combination of training and experience which provides the following knowledge, skills and abilities:
- Thorough working knowledge of the standard methods, practices, tools and equipment of the automotive mechanic’s trade.
- Considerable knowledge of the responsibilities involving the principles of inventory control and heavy equipment management.
- Considerable knowledge of the principles of equipment management, parts control, record keeping and preventative maintenance schedules for various pieces of equipment.
- Considerable knowledge of available automated equipment management information systems and the ability to analyze and develop data from such a system as well as other sources of vehicle management information.
- Knowledge of occupational safety and health principles and practices related to the operation of an automotive repair and maintenance facility.
- Ability to plan, assign and supervise the work of others.
- Ability to establish and maintain effective working relationships.
- Ability to maintain an inventory system of all garage parts and equipment.
- Ability to prepare and manage a budget.
- Ability to create and maintain files and records using both manual and automated systems.
- Skill in diagnosing and locating defects in equipment.
- Must possess an ability to identify safety issues and work-related processes to minimize accidents and hazards for the garage facilities.
- Ability to develop procedures for the economical operation of vehicle repair facilities, familiarity of mechanisms, uses, limitations, and maintenance of automotive and related equipment including heavy: duty trucks and specialized equipment utilized by municipalities.
- Ability to communicate effectively both written and orally with the public, staff, department heads, contractors, vendors, or other groups as necessary.
NECESSARY SPECIAL REQUIREMENTS
- The Superintendent of Motor Vehicles is considered “on call” 24 hours a day and is expected to respond accordingly.
- Must possess and maintain a valid Connecticut Driver’s License.
- Commercial Driver’s License (CDL) with air brakes endorsement preferred. CDL must be obtained and maintained within 12 months of hire.
SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT
This is a General Fund, "Tested" position.
This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 7.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.
