Introduction

The Engineering Department designs and constructs community-oriented infrastructure for the City of New Haven. This work includes public outreach, project concept development, engineering design, mapping, construction management, infrastructure inspection, and asset management. Public infrastructure under the department's purview includes bridges, roads, sidewalks, drainage systems, coastal protection, street lighting capital upgrades, and public facilities.

This is an ideal opportunity for an engineer early in their career to gain valuable experience in the field of Civil Engineering.

PRIMARY FUNCTIONS

This is professional and technical work in the field of Civil Engineering in a municipal environment. The work consists of performing a variety of engineering and technical tasks to produce supporting designs and provide inspection services on projects that are developed within the Engineering Department or as assigned. This individual will be involved with all aspects of the city’s infrastructure including; Storm Water Facilities, Sidewalks, Roads, Bridges, Buildings, and Environmental Permitting and Flood Control.

Work shall be assigned by the City Engineer or other Senior Engineers. Work will be generally supervised and evaluated as it supports the infrastructure goals of the city.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Works with ACAD and other Computer devices in developing plans and specifications for various infrastructure needs.
  • Performs research and fact finding on issues related to public concerns relating to infrastructure issues
  • Helps formulate cost estimates for projects to be bid and reviews plans for consistency with city standards
  • Works with other Engineers in preparing reports and analysis for public information meetings
  • Coordinates the testing of materials with outside laboratories to insure products used in construction conforms to the standards required
  • Performs field inspections on construction projects including daily and progress reports.
  • Performs related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from an accredited college or university with a BS degree in Civil Engineering and 1-2 years of experience in a related Civil Engineering field; or any equivalent combination of training and experience which provides similar knowledge, abilities and skills:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Working knowledge of ACAD and other technical tools used to create designs, specifications, reports and scheduling.
  • Knowledge of basic civil engineering practices including testing of materials and inspection criteria.
  • Ability to perform a variety of civil engineering related calculations and studies as it relates to issues involving infrastructure problems.
  • Ability to read plans and specifications and to properly interpret the requirements of the same.
  • Capable of performing field inspection or information gathering work in various times of the year as required.

NECESSARY SPECIAL REQUIREMENTS

  • Possess a valid Drivers license
  • Must have obtained or be able to obtain within three years of appointment, the equivalent of the Engineer in Training (EIT) as a condition of continued employment.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a "Special Fund," non-tested position. Continued employment contingent upon availability of future funding.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees.

Special Funded employees shall not be covered by the City pension but shall continue to be covered by Social Security.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening in accordance with the City’s Drug Free Workplace Policy*, and (3) a 90-day probationary period. Pursuant to the Federal Drug Free Workplace Act of 1988, The City of New Haven has a adopted a Drug Free Workplace Policy. The City of New Haven requires a pre-employment drug test, which includes screening for marijuana.
