PRIMARY FUNCTIONS

**Multiple vacancies**

This is highly responsible and specialized clerical work within the Records Room and Property Room of the Department of Police Service. Work involves the performance of duties which require attention to detail and accuracy taking calls from the public and filing and recording information. Work is performed independently under general supervision. Performance is reviewed by the Unit Supervisor who along with other supervisory personnel are available to answer questions or resolve problems.

There is extensive communication with the public, city agencies including regular interaction with the Department of Public Safety Communications, and police employees. Reports to Civilian Records Supervisor and/or Sworn Supervisor assigned to the Records Division.


TYPICAL DUTIES AND RESPONSIBILITIES

  • Initiates and maintains proper files on all arrested persons using standard department recording methods.
  • Performs warrant checks via manual, using police radio or phone and automated systems.
  • Enters information into in-house and state computer systems relative to arrested and wanted persons in accordance with standard procedure.
  • Handles requests from persons seeking information held within the Records Unit in accordance with law and regulations.
  • Files, maintains, and retrieves information from department information system.
  • Reviews incoming data from reports and merges, when necessary, with existing in-house databases.
  • Records dispositions on court cases.
  • Takes calls transferred by the Public Safety Answering Point for expedited report requests and for creating reports for general public and officers concerning lost and stolen property, vehicle break-ins and vandalism, thefts under one thousand dollars in value, and other calls not requiring dispatch of a police officer.
  • Handles calls reporting Stolen Automobiles/Recovered Automobiles, Stolen/Recovered Plates, and makes determination if expedited report request requires Police dispatch and coordinates with Public Safety Answering Point as needed.
  • Performs NIBRS related tasks.
  • Preserves visual and audio Body Worn Camera / Dashboard Camera information for use in current and future investigations in accordance with applicable guidelines.
  • Redacts any and all video footage as required by CT State Statute and Freedom of Information laws.
  • Performs other related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from standard high school and 1 to 3 years’ office experience, including 2 years of experience as a Records Clerk I.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Knowledge on how to initiate and maintain files on arrested persons.
  • Knowledge on how to perform warrant checks.
  • Ability to maintain confidentiality of sensitive documents and information.
  • Ability to perform NIBRS related tasks.
  • Ability to learn operational procedures.
  • Ability to perform tasks consistent with learned procedures.
  • Ability to communicate calmly, effectively and courteously with the public as well as with others in the law enforcement profession.
  • Ability to write clearly and legibly. Ability to work rotating shifts.
  • Ability to carry out oral and written instructions correctly.
  • Ability to type and file information accurately.

NECESSARY SPECIAL REQUIREMENTS

Must obtain and maintain COLLECT certification throughout employment.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a "General Fund," tested position.

This position is included in a collective bargaining agreement with Local 884, American Federation of State, County and Municipal Employees; the salary is within Local 884, Range 8.

General Funded hires into this class shall not be covered by Social Security but rather the City pension, contributing 9% of salary.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening, (3) registration in the New Haven COVID Vaccination/Testing portal and providing proof of Vaccination status, as per the Mandatory COVID Vaccination/Testing Policy, and (4) a 120-day probationary period. Selection Plan
