This position holds a primary responsibility for overseeing the administration, coordination, and maintenance of properties under the purview of the Youth and Recreation Department. As the department manager of the Dixwell Q-House and the fleet manager of Youth and Recreation vehicles, you will play a key role in ensuring our facilities are well-maintained and safe for public use. PRIMARY FUNCTIONS

This position is responsible for the administration and supervisory work in planning, organizing, and directing the signature programs of the Youth and Recreation Department. Position also serves as the department manager of the Dixwell Q-House and oversees the maintenance of properties under the purview of Youth and Recreation Department and oversees construction and remodels. This position additionally serves as the fleet manager of Youth and Recreation vehicles, and oversees special projects, oversee the permit process of fields, pavilions, and park parking.

Work is performed under the general direction of the Youth and Recreation Director with considerable latitude for the exercise of professional judgement and is reviewed through meeting and evaluation of results.

Supervises professional, operational, and administrative staff involved in the maintenance/coordination of Youth and Recreation Department properties, fleet, special projects, and permit process.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Plans, initiates, and stimulates direct public programming from the department.
  • Develops recommendations for the creation of youth driven public programming.
  • Oversees contracts for the maintenance and cleaning of all Youth and Recreation properties
  • Serves as the liaison between department and DPW, Engineering, Health on issues related to signature programming, construction, Park Commission, and fleet management.
  • Assists with the preparation of department’s budget, controls on expenditures and provides recommendations of changes to allocations.
  • Evaluates the operations departments programs.
  • Confers with community and school groups for planning programs.
  • Prepares and submits regular reports to Director of Youth and Recreation.
  • Represents the City and Department at meetings and events.
  • Performs other related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from an accredited four-year college or university with course work in social services, youth development, physical education, or recreation. Master’s degree preferred and 5-10 years’ experience in administration of related social services/or municipal recreation programs.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Knowledge of planning and implementing planning of Youth and Recreation programing.
  • Knowledge in planning, organizing, and directing Youth and Recreation programs.
  • Experience and knowledge overseeing the contracted maintenance of Youth and Recreation related properties.
  • Experience supervising professional, operational, and administrative staff.
  • Experience and knowledge managing fleet of vehicles related to Youth and Recreation programs.
  • Experience and knowledge overseeing construction, remodels, special projects and the permit process of venue resources.
  • Skilled at community outreach and communication building.
  • Considerable managerial and supervisory skills.
  • Considerable computer skills and the ability to produce spreadsheets, graphs and other computerized useful in analyzing and planning programmatic activities.
  • Exceptional organizational and time management skills, including ability to work well under pressure and to multi-task among various projects simultaneously.
  • Skilled at preparing and submitting a variety of reports concerning youth, recreation, or related programing.
  • Ability to exercise judgement and work independently.
  • Ability to communicate effective both in writing and orally.
  • Ability to be pro-active and creative in seeking out solutions to challenges.
  • Ability to be sensitive and understanding of the diverse academic, socioeconomic, cultural, and ethnic backgrounds of program participants.
  • Ability to present the department in meetings and events.
  • Ability to develop and maintain effective relationship with other City departments, contractors, employees and the general public.
  • Ability to assist with the preparation of department’s budget, controls on expenditures and provides recommendations of changes to allocations.

NECESSARY SPECIAL REQUIREMENTS

  • Must have a valid Connecticut Driver’s License
  • Must obtain a public Passenger Endorsement within 6 months of hire.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, "Tested" position. 

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 10.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening, (3) registration in the New Haven COVID Vaccination/Testing portal and providing proof of Vaccination status, as per the Mandatory COVID Vaccination/Testing Policy, and (4) a 90-day probationary period.
