PRIMARY FUNCTIONS

This is fiscal and administrative work in the collection of property taxes, and associated fees/fines in the Tax Office. Work involves computer interaction to City’s tax collection system, interaction with cashiers on a daily basis to ensure the balancing of daily cash/check receipts and adjustments.

Work also involves interaction with taxpayers and others concerning payments, adjustments and interpreting State Statues as they relate to the collection of property taxes and performing related duties.

Work is performed under the supervision of the Tax Collector and Deputy Tax Collector and is evaluated on the basis of accuracy and compliance with State Statues, established policy, rules and regulations.

This work is ideal for the candidate looking to expand their accounting, finance, and/or business administration skills in a fast-paced environment, and may provide opportunities for advancement in related positions.

Employees in the Tax Collector's Office may be required to work until 7:30 p.m. on Tuesday evenings.


TYPICAL DUTIES AND RESPONSIBILITIES

  • Engages in daily contact with taxpayers, City officials, attorneys, mortgagors, realtors and other as required regarding tax payments, adjustments, credits or refunds in supplying information and/or answering inquiries.
  • Review all certificate of correction adjustments and other miscellaneous adjustments as well as misapplied/unapplied payments not detected during daily balancing.
  • Processes court appeal adjustments including recalculation of taxes, reallocation of funds, as well as notification of taxpayers, accountants and lawyers via letters, email, spreadsheets, etc. Maintains court appeal credit rollovers.
  • Receives and handles bankruptcy filings by taxpayer; completes and files proof of claims with Bankruptcy Court on behalf of the City of New Haven listing amount owed
  • Manages the mortgage and lockbox files during the biannual collection of taxes. Reviews, balances, finds and fixes any errors and assures that that funds are posted in accordance with State Statutes
  • Manages the daily accounts receivable file of on-line credit card, debit and checking account payments made by taxpayers; reviews, balances, finds and corrects any errors and assures the funds are posted in accordance with State Statutes
  • Responsible for overseeing the daily balancing of cashiers
  • Balances checks, and reports cash collected by cashiers; counts, bands and is responsible for pick up by armored service on a daily basis
  • Responsible for filing and recording Treasure’s report of monies received per State Statute
  • Manages the refund process by reviewing the validity of refunds, preparing documentation for the Board of Alders for approval of refunds, submission of requisitions for check refunds to the Controller’s Office, adjustment of each refunded account and disbursement of the refund checks.
  • Conducts research, and compiles data and reports on tax collection and/or related activities.
  • Performs related work required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from an accredited college or university with a major course work in accounting, finance, business administration, public administration, or related field, at least 3 years of experience in tax collections, accounting, or banking; or any equivalent combination of training and experience which provides the following knowledge, abilities, and skills:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Knowledge of procedures and methods with particular reference to handling, receiving and accounting for receipt of cash and accounts receivable
  • Knowledge of the principles and practices of accounting, cashiering and business mathematics and the ability to apply them to tax related problems.
  • Ability to receive and make change for tax office cashier’s drawers
  • Knowledge of Microsoft Office Suite (Word, Excel, Outlook) at an intermediate level, and the ability to learn computer programs/systems in use in the Tax Office within a reasonable amount of time.
  • Ability to assemble, analyze and reconcile financial data and detailed information.
  • Ability to analyze tax problems and recommend effective solutions.
  • Ability to prepare written reports of findings and recommendations.
  • Ability to communicate effectively orally and in writing.
  • Ability to develop a working knowledge of Connecticut State Statutes governing tax revenue collections
  • Ability to deal effectively with the public, City officials and staff associates.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, "Tested" position. 

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees; the salary is within Local 3144, Range 6.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 10% of pay.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening, (3) registration in the New Haven COVID Vaccination/Testing portal and providing proof of Vaccination status, as per the Mandatory COVID Vaccination/Testing Policy, and (4) a 90-day probationary period.
