Introduction

Part time position in the Accounts Receivable office at 165 Church Street.

PRIMARY FUNCTIONS

This is fiscal/clerical work in the collection of property taxes, and other fees for Accounts Receivable. Work involves computer interaction to City’s mainframe collection system, interaction with taxpayers concerning payments, receiving cash, interpreting State Statues as they relate to the collection of related fees and performing related duties.

Work is performed under the supervision of the Division Supervisor and is evaluated on the basis of accuracy and compliance with established policy, rules and regulations.

This is a highly visible job in the public-facing offices of Receivables; individual must be able to perform duties under sometimes-stressful conditions.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Front line representative working directly with patrons answering inquiries, analyzing data, preparing invoices and explaining payment status to patrons.
  • Computer interaction with City’s Tax Collection system and/or Parking Tag system.
  • Counts, balances and reports cash collected, counts and bands monies received.
  • Operates cash register, scanning equipment, adding machines and printers.
  • Assignments in Tax Collection post tax payments on City’s tax collection system.
  • Files, records and reports, prepares related reports on PC equipment using Excel and Microsoft Word.
  • Assists in preparation of delinquent notices.
  • Performs other related office functions and clerical work.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from high school, preferably supplemented by courses in accounting or bookkeeping; and at least one year experience as a teller, cashier, collector or customer service representative handling large sums of money; or any equivalent combination of training and experience which provides the following knowledge, abilities and skills:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Knowledge of principles and practices of cashiering, customer service and business mathematics.
  • Knowledge of computerized business or financial systems.
  • Knowledge of Microsoft Excel and Word.
  • Knowledge of office procedures, methods and equipment with particular reference to the receiving and accounting for the receipt of cash.
  • Knowledge and understanding of proper customer service techniques.
  • Some knowledge of collection procedures.
  • Ability to receive cash and make change with accuracy and speed.
  • Ability to make accurate arithmetic computations.
  • Ability to interpret tax data from mainframe tax system.
  • Ability to interpret data from City’s parking tag system.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a General Fund, "Non Tested" position.

This part time position will not be more than 19 hours per week, and is included in the collective bargaining agreement with Local 884. As such, employees in the is position are eligible to be paid five hours at their hourly rate for the following holidays: New Year’s Day, Good Friday, Independence Day, Thanksgiving, and Christmas. Individuals who fill this part time position are able to pay prorated union dues each month at the same rate as other part time Local 884 employees. This position is not eligible for medical benefits or vacation pay. Any period of part time employment will not be construed in any way to mean probationary employment. Persons may not be employed in two concurrent full and/or part time positions with the City and/or the Board of Education at the same time.
