PRIMARY FUNCTIONS

This is a highly responsible position subject to appointment and authority by the Mayor. Appointee is responsible for administration of building, plumbing and electrical inspection as well as the regulation of buildings and construction.

The director is designated as the zoning enforcement officer and the housing code enforcement officer.

Work is performed under the general supervision of the Mayor and Economic Development Administrator with considerable latitude for the exercise of independent professional judgement and is reviewed through conferences and observation of results.

Position supervises operational and administrative staff involved in the administration of building, plumbing and electrical inspection as well as the regulation of buildings and construction.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Responsible for administration of the responsibilities of the Office of Building Inspection and Enforcement, including establishing staff organization within the Department;
  • Administers department budget and prepares budgetary submittals and is responsible for work programs and budgetary control.
  • Directs all personnel matters, including personnel training and development activities.
  • Administers program planning, policy, and execution.
  • Administers a permit center encompassing various City-issued permits ranging from vending to right of way obstruction; administers associated programs as directed by the Mayor from time to time.
  • Participates with other departmental administrative heads in the coordination of various program activities and in policy formulation.
  • Serves as liaison between department and the Board of Zoning Appeals, and may be required to attend meetings of the Board of Zoning Appeals.
  • Coordinates department reviews of complex economic and institutional buildings and specialized inspections associated with the same.
  • Represents the department in meetings and conferences.
  • Performs other related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from a four year college or university with major course work in an applicable program of study; at least 5 years of practical experience in construction, design or supervision as a builder, civil engineer or architect and the following knowledge, abilities, and skills or combination of education and experience demonstrating executive level competency.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

Or any equivalent combination of training and experience which provides the following knowledge, abilities and skills:
  • Thorough knowledge of Building Code and Housing Code
  • Knowledge of construction principles and techniques.
  • Knowledge of the City’s Zoning Ordinance.
  • Knowledge of OSHA regulations and work zone safety.
  • Experience in planning and directing staff operations.
  • Ability to effectively communicate the procedures and goals of the code enforcement program to groups and individuals.
  • Ability to establish and maintain effective work relationships with staff, other government department/agencies and the general public.
  • Knowledge and experience with technology-based programs such as permitting software and GIS systems.

NECESSARY SPECIAL REQUIREMENTS

  • Must have at time of application: Connecticut Driver’s License and maintain throughout course of employment.
  • State of Connecticut certification as a Building Official is required within six months of hire. Provisional candidates must receive approval from State of Connecticut prior to hire.
  • During term of office, no building official or inspector shall engage in any other business, or be interested, directly or indirectly, in the doing of any work or the furnishing of any materials or supplies for the construction, maintenance or repair of any building, or for any plumbing work or electrical work, or in the making of plans for specifications therefore.
  • Within six (6) months following the effective date of appointment, shall become an elector of the City of New Haven, or reside outside the corporate boundaries of the City if such residence is on lands owned by the City

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a "General Fund" non-tested position.

Hires into this class shall not be covered by the City pension but shall continue to be covered by Social Security; additionally, employee will contribute 7.5% of base pay into a defined contribution plan.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening, (3) registration in the New Haven COVID Vaccination/Testing portal and providing proof of Vaccination status, as per the Mandatory COVID Vaccination/Testing Policy, and (4) a 90-day probationary period.
