PRIMARY FUNCTIONS

This is a full-time position at the City of New Haven Health Department that is responsible for performing a variety of reception, registration and clinical functions that support patient flow and patient care within the Health Department’s clinic-, school-, and community-based clinics.

Work is performed under the supervision of the Nursing Director or designee.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Provides receptionist support (i.e., answers calls, schedules and confirms medical appointments, register and check patients in and out of clinic, and data entry).
  • Assists with scheduling and staffing community-based vaccination and health screening clinics.
  • Utilizes Department’s electronic health record.
  • Collects fees for services and generates daily financial reports.
  • Conducts hearing and vision screenings in clinic-, school-, or community-based settings.
  • Performs routine tests (including EKGs and pulmonary function) to assist in clinical assessment.
  • Gathers clinical data as directed by the nursing staff/Physician Assistant/Medical Doctor, including taking and recording vital signs, measures height and weight, testing visual and auditory acuity, reporting to RN/PA/MD any abnormal findings.
  • Maintains safe, clean and organized environment in all patient areas, including patient exam rooms, treatment and work areas.
  • Packs and transports ancillary supplies for off-site (school- or community-based) clinics.
  • Maintains inventory of medical supplies, including vaccine supplies.
  • Collect and prepare laboratory specimens.
  • Perform basic laboratory tests.
  • Draws blood for laboratory tests.
  • Complies departmental policies including those for infection control, confidentiality, and HIPAA.
  • Perform related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Associates Degree in nursing, public health, or related field, preferred. Two to three years’ experience or training in medical office setting or urgent care facility, public health, nursing, emergency response, or related field, required.

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Ability to read and write English required. Bilingual (English/Spanish) desirable.
  • Proficiency with Microsoft Office Suite.
  • Knowledge of health conditions.
  • Common knowledge of the cause, transmission, and prevention of infectious diseases.
  • Experience utilizing electronic health records
  • Knowledge and use and care of medical equipment (i.e., EKG machines)
  • Ability to conduct hearing and vision screenings.
  • Ability to conduct CLIA-WAIVED tests (lead, HIV, HCV, rapid syphilis screenings)
  • Ability to perform phlebotomy.
  • Ability to communicate in a professional manner with the public and community partners.
  • Ability to work cooperatively with other staff members, state agencies, local officials, community organizations and the public.
  • Ability to interact in a non-judgmental manner with culturally diverse populations and persons experiencing a wide range of medical social conditions.
  • Ability to person throughout the continuum of life.
  • Ability to use discretion, maintain confidentiality, and ethical conduct.
  • Self-motivated, organized; able to work independently and as part of a team.

  • Ability to convey health information to patients and residents.

NECESSARY SPECIAL REQUIREMENTS

  • This position may occasionally require work to be performed outside of the traditional 9-5 schedule.
  • Must have and maintain valid CT drivers’ license.
  • Graduate of Certified Medical Assistant Program. Certification is required.
  • Must have and maintain phlebotomy certificate.
  • Must have and maintain certification in basic life support and first aid.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a "Special Fund," non-tested position. Continued employment contingent upon availability of future funding.

This position is included in a collective bargaining agreement with Local 884, American Federation of State, County and Municipal Employees; the salary is within Local 884, Range 8.

Special Funded hires into this class shall not be covered by the City pension but shall continue to be covered by Social Security.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening, and (3) a 120-day probationary period.
