PRIMARY FUNCTIONS

This is investigative and protective work in the impounding and caring for unlicensed, roaming, injured, mistreated, diseased, vicious or dangerous dogs or other animals.

Work involves responsibility for assisting in the supervision of the general operation of the Animal Shelter. Work is under the direct supervision of the Animal Control Officer and is reviewed by observation of results.

Work will include some weekend shifts.

TYPICAL DUTIES AND RESPONSIBILITIES

  • Enforces State of Connecticut Statutes and City ordinances concerning animals.
  • Investigates complaints pertaining to stolen, misbehaving or dangerous animals and takes appropriate action when necessary.
  • Assists the Animal Control Officer in maintaining records of all activities, complaints, arrests and daily functions including redemption and sale of dogs and receipts.
  • Assists the Animal Control Officer in the responsibility for the proper care and administration of the Animal Shelter and of the dogs impounded.
  • Conducts surveys of dogs in the City; prepares report of unlicensed dogs for submission to the City/Town Clerk; notifies owner of unlicensed dogs of license requirements.
  • Transports impounded animals to the Animal Shelter or any other facility or agency when necessary.
  • Assists the Animal Control Officer in attempting to find homes, adoption agencies, and volunteers for suitable unclaimed dogs (This would primarily be backing Kennel Workers in their essential job functions).
  • Performs related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Graduation from high school; and 1 year experience in caring for animals or in animal protection work; or any equivalent combination of training and experience which provides the following knowledge, abilities and skills:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

  • Knowledge of humane methods of animal collection, care and disposal.
  • Knowledge of State Statutes, City ordinances and all other regulations pertaining to animals.
  • Knowledge of the geography of the City of New Haven.
  • Ability to establish and maintain effective working relationships with other employees and with the public.
  • Ability to operate the Animal Shelter.
  • Ability to communicate effectively, orally and in writing.
  • Ability to respond to emergency off hour calls on a rotating basis.
  • Ability to lift up to 80 pounds.

NECESSARY SPECIAL REQUIREMENTS

  • Must possess a valid Connecticut Driver’s License at time of application and maintain it throughout course of employment.
  • Must complete and pass NACA (National Animal Care & Control Association) Levels 1 & 2 training program within 1 year of employment and maintain certification throughout the course of employment.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This position is included in a collective bargaining agreement with Local 424, Unit 128, UPSEU; previously Local 71, CILU. Salary governed by current Local 71 salary table. Agreements available to review HERE.

Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening, (3) registration in the New Haven COVID Vaccination/Testing portal and providing proof of Vaccination status, as per the Mandatory COVID Vaccination/Testing Policy, and (4) a 120-day probationary period. Selection Plan

This is a General Fund, "Tested" position.
