Introduction

The goal of the City of Charlotte’s General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the City in a rapidly evolving and complex environment.  The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money.  General Services consists of capital project management, fleet services, procurement, environmental services, property management, and other support services.

Summary

The Senior Human Resources Specialist is responsible for a wide variety of generalist human resources functions including processing weekly payroll, on-boarding activities and transactional changes in PeopleSoft for the General Services and Planning Departments.   

Major Duties and Responsibilities

  • Processes weekly payroll for approximately 400+ employees within General Services utilizing the Payroll and Billing System (PBS) and Peoplesoft.  Also processes payroll for the Planning, Design and Development Department.   
  • Processes PRD’s, merit increases, new hires, promotions, and terminations in Peoplesoft.  
  • Serves as subject matter expert for other staff processing payroll within the department.  Processes prior pay period adjustments to correct timekeeping errors and partners closely with city payroll staff to resolve payroll issues.
  • Responsible for employee on-boarding activities including requests for background checks, drug screenings, physicals, meeting with new hires, and city-wide on-boarding activities.
  • Assists and supports the implementation of Workday, scheduled for 10/1/24.  Acts as a super-user and trains all levels of staff and supervisors on new system functionality and supports Department change initiatives.
  • Completes Form-22 information for employees on workers’ compensation.
  • Assists employees with a wide variety of benefit and payroll questions and supports the annual benefit enrollment process.
  • Distributes weekly paychecks for new hires and others receiving a paper check.
  • Performs on-boarding activities for new hires to include information about the department, parking, direct deposit, and other helpful information/resources.
  • Works closely with supervisor on a broad array of HR-related functions including special projects and reports as needed.
  • Cross-trains staff as back-ups for payroll to fill in during absences.  
  • Maintains Department HR files and ensures appropriate paperwork is provided to City HR staff. 
  • Maintains confidentiality of employee issues and records.
  • Maintains knowledge of the City’s HR and general administrative policies and procedures.
  • Performs other duties as required.  

Knowledge, Skills & Abilities

  • Experience with processing payroll and human resource information systems, in particular Peoplesoft or Workday.
  • Human resources generalist background and experience.
  • Ability to work in a fast-paced, high-volume work environment.
  • Excellent customer service skills.
  • Ability to work independently and as part of a team.  
  • Good communication skills (written and verbal).  
  • Fluent in Microsoft Office products including Word, Excel, PowerPoint, and Teams.
  • Good analysis and problem-solving skills.
  • Ability to work with a wide variety of employees in a courteous and respectful manner.
  • Good organization skills and attention to detail.
  • Competencies for success include:  Emotional Intelligence/Self-Awareness, Communication Skills, Adaptability, Approachability, and Problem-Solving Skills

Preferred Qualification

  • Associate or Bachelor’s degree in Human Resources, business or related field.
  • Familiarity with PeopleSoft or other human resources information system.
  • Progressive HR Generalist experience.

Minimum Qualifications

  • High school graduate and three years of applicable experience, or Associate’s Degree and one year of experience, or equivalent combination of education, experience and skills to perform the essential duties of the position.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
