Summary
The position is responsible for developing,
implementing and evaluating safety programs, leading the departmental safety
team, conducting safety inspections, providing safety training and promoting
safety awareness for the Aviation Department at Charlotte Douglas International
Airport. Work is performed using
independent judgment and action under minimal supervision; initiative is
expected. Work requires extensive contact with
internal and external customers.
General
Information:
- Primarily works
business hours, Mon- Fri. Schedule
subject to calls and work during irregular hours, overtime, and emergency calls
back to work.
- Valid driver’s
license in state of residency and ability to obtain and maintain a City
Driving Permit.
- Ability to pass a
background check in advance of start date required. Certain convictions will disqualify
individuals from unescorted access privileges and therefore exclude from
employment.
Major Duties and Responsibilities
- Lead
the departmental safety team, conduct investigations of accidents, injuries
and illnesses, analyze information and identify trends. Develop written accident corrective
action plans. Develop comprehensive
safety and loss control strategies and tools, accident and injury reduction
steps (for employees
and general liability), and policies.
Train team members to conduct internal audits. Evaluate ergonomic factors and recommend improvements. Solicit employee/supervisory input.
- Develop,
implement and evaluate safety and health policies and programs, including
those required by OSHA, North Carolina, the City and the Aviation
Department. Conduct safety audits and
industrial hygiene monitoring to
ensure compliance with OSHA regulations, City and departmental goals and
policies, and general safety protocols
- Maintain
records for Worker’s Compensation, vehicular accidents, property loss and
general liability. Develop
corrective action processes to eliminate or reduce loss time. Coordinate with Human Resources and workgroup
managers to eliminate or reduce on the job injuries and incidents by
developing corrective action plans. Review OSHA 300 logs for accuracy.
- Provide
safety training, and management programs and initiatives unique to the
Aviation Department. Furnish safety
topics, ideas, research and support to monthly safety meetings and other
employee meetings. Recognize
achievements and award certificates and “Safety Keys” in accordance with
Safety Program objectives. Create and give presentations. Create and maintain safety and health
information on CLT Connect (intranet).
- Promote
safety awareness through new employee safety orientation, creation of
promotional materials (e.g. newsletter articles, toolbox topics, workgroup
meeting topics, bulletin boards).
Provide information on current “HOT” issues as needed.
- Liaise with Risk
Management on incidents that involve an audit from federal, state and
local governmental agencies such as OSHA and other safety-related
organizations.
- Serve on airport’s
Tenant Safety Committee and meet with other groups to support safety and
health awareness. Conduct and/or
assist with hosting and creating presentations and topics for the Tenant
Safety Meeting on behalf of the Aviation Department. Ensure all tenants
are aware of and are adhering to safety and health policies and programs,
including those required by OSHA, North Carolina, the City and the
Aviation Department.
- Create, chair or
join other committees that have the potential to benefit or enhance the
overall safety and health programs, policies and procedures for Charlotte
Douglas International Airport. Utilize committee participation to learn
from other Airports of equal hub size, governmental agencies, and other
entities.
- Coordinate medical
surveillance such as audiometric testing,
pulmonary function testing and hepatitis B vaccination for
employees who are in targeted safety and health programs.
Knowledge, Skills & Abilities
- Considerable knowledge of OSHA and other safety regulations.
- Proficiency with Microsoft Office software (Word, Excel, PowerPoint).
- Ability to complete projects on schedule with minimal instruction.
- Ability to identify and analyze problems, and identify possible solutions in support of established goals.
- Ability to express ideas effectively, both orally and in writing.
- Ability to prepare and present clear and concise reports, correspondence and other written materials.
- Ability to analyze statistical and historical data, apply and use results for process changes, report writing and presentations.
- Ability to identify and effectively respond to issues, concerns and needs.
- Ability to actively pursue and develop new ideas, methods and procedures to meet changing situations.
- Ability to work independently as well as a team member with diverse workgroups.
- Ability to maintain effective working relationships with co-workers, other City departments, government agencies and the public, representing the airport in a positive manner.
Preferred Qualification
Bachelor’s degree from an accredited college or university, plus five years of experience. Experience must include safety program coordination and management. Professional safety certification, such as Associate Safety Professional (ASP) or Certified Safety Professional (CSP), a plus. Experience writing policies, creating programs and providing training is helpful.
Minimum Qualifications
High school graduate or equivalent and seven years relevant experience.
Or
Associate’s Degree and five years relevant experience.
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.
Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
