Storm Water Services' mission is to serve the City of Charlotte by improving surface waters and conveying rainwater safely through well-maintained storm drainage systems. Each year Storm Water Services invests $100+ million in capital improvements and staff manage hundreds of storm drainage improvement projects. Storm Water Services is one of the largest stormwater utilities in the Southeast with approximately 215,000 customer accounts and more than 200 full-time positions.

Summary
Based in Storm Water Services, this position leads all financial aspects to support the five (5) primary divisions in the enterprise fund to meet the departments established goals.
Major Duties and Responsibilities
- Manage the financial activities of the department including customer fees, regulatory user fees, capital projects, vendor and contractor payments, requisitions, purchase orders, invoice discrepancies, and ensuring appropriate funding is available.
- Oversee the departments operating budget and all capital projects finances through project management staff and administrative staff assigned to support the capital program.
- Coordinate funding allocations from customer fees, regulatory user fees, debt issuances, fee in-lieu, and cost share projects. Ensure the various funding is used for appropriate expenditures and in the proper sequence.
- Develop and present the annual budget and enhancements proposal to Storm Water senior leadership for the Operating Fund, the 5-year Capital Improvement Plan (CIP), and the 10-year Capital Needs Assessment (CNA).
- Point of contact for customers who have questions about their Storm Water fee and help guide them, if requested, through the process to challenge the fee.
- Work with the Business Manager to present budget recommendations and financial updates to the Storm Water Advisory Committee (SWAC).
- Produce financial information for the Storm Water scorecard, annual budget proposals, the City’s annual financial report, U.S. Securities and Exchange Commission (SEC) report, debt issuances of Bond Anticipation Notes and Revenue Bonds, the Storm Water rate model, and all other ad-hoc requests.
- Develop required information to submit requests to Strategy & Budget for the end of year windup ordinance.
- Primary approver for all financial systems transactions.
- Supervise the Storm Water Operating Fund Financial Analyst and the Capital Fund Financial Manager who manage budget allocations and facilitate financial transactions for the department.
- Build relationships with appropriate staff in the Finance department and the Strategy & Budget department and ensure compliance to standards set by both departments.
- Coordinate with Charlotte Water to ensure both enterprise funds under One Water are in financial step.
- Primary back-up to the Business Manager.

Preferred Qualification
- Bachelor’s degree in Accounting or Finance.
- CPA/CMA/MBA or advanced degree a plus.
- Ten (10) years’ financial experience.
- Financial experience for a municipality a plus.
- Five (5) years combined leadership and management experience.
- Experience with ERP financial systems a plus.

- Bachelor’s degree in Accounting, Finance, or related Business field.
- Five (5) years’ financial experience.
- Three (3) years’ combined leadership and management experience.
Salary
$100,686.00 - $111,873.00 Commensurate with Experience
