Summary

The City of Charlotte, as part of its commitment to economic & upward mobility, has prioritized workforce development to support the equipping of City of Charlotte talent and residents with skills training, credential obtainment, and connections to sustainable employment.  

The primary focus of this role is to manage, analyze, and report performance and impact results of the Office of Workforce Development’s (OWD) programs, initiatives, contracts, and special projects. 

Major Duties and Responsibilities

Performance Management & Reporting

Develop and Implement Metrics: Assist in creating and executing performance metrics and reporting systems to measure the outcomes and impact of OWD programs and initiatives.
Ongoing Monitoring and Support: Provide continuous performance monitoring and technical support to OWD and its contractors.
Data Tools and Reporting: Design and develop reports and tools using data analytics to perform comprehensive analysis and to support informed decision-making.
Data Visualization: Organize and analyze data, creating charts, graphs, and other visuals to present findings and reports to staff and leadership.
Monitor Program Metrics: Track and ensure that programs and initiatives are meeting or exceeding established performance metrics and objectives.
Facilitate Team Meetings: Lead meetings with team members to provide updates on program performance and goals.
Liaison Duties: Act as the liaison for data, performance, and reporting between OWD, other city departments, and contractors.

Data Management & Analysis

Data Cleaning and Aggregation: Clean and aggregate data from multiple sources, implementing and maintaining data collection and reporting requirements.
Metric Definition and Analysis: Define, collect, and analyze metrics relevant to operational, programmatic, and administrative performance.
Technology and Systems Knowledge: Maintain comprehensive knowledge of technology and systems related to data collection, processing, analysis, and reporting.
Data Compilation and Review: Compile, analyze, and review data relevant to OWD functions.
Performance Improvement Recommendations: Make recommendations based on trends for performance improvement, efficiencies, or policy alignment.
Performance Improvement Opportunities: Identify opportunities for enhancing program and initiative performance and impact.
Data Interpretation and Recommendations: Interpret and analyze data, making informed recommendations.

Research
Grant Opportunity Identification: Research and identify grant opportunities that align with OWD’s mission and projects.
Best Practices Research: Investigate best practices to uncover innovative workforce development programs, efforts, and initiatives.
Labor Market Analysis: Conduct ongoing labor market analysis to identify trending occupations and in-demand industries.
Talent Pipeline Identification: Continuously identify talent pipeline sources across the city, county, and region.



Knowledge, Skills & Abilities

Proficient in MS Office Tools.
Advanced in using MS Excel
Presenting and explaining data and information in simplest terms. 

Preferred Qualification

Bachelor’s degree in business, management, information systems, or related field with a strong analytical component, plus two (2) years of relevant experience, or an equivalent combination of education and experience related to the position. 

Minimum Qualifications

Bachelor's Degree and one year related work experience

OR

Master's Degree

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
