Summary
The position performs a wide range of Human Resources activities for the Aviation Department at Charlotte Douglas International Airport, which includes a diverse, non-union workforce of nearly 900 positions occupying over 100 different job classifications (e.g. laborers, skilled trades, paraprofessional and professional occupations). Duties include overseeing employee relations and legal compliance, performance management, the Americans with Disabilities Act (ADA), conducting employee relations training, and the development of policy and processes. Attention to detail, and strong organizational skills with the ability to effectively plan, prioritize and organize work is essential to be successful. Work is performed with latitude for discretion, independent judgment, and action under minimal supervision; initiative is expected. Work requires extensive contact with internal and external stakeholders, and representatives from a variety of organizations. Provides support to the Human Resources Manager.
General Information:
• Standard office hours apply; however, occasionally, subject to work during non-traditional hours and emergency calls back to work.
• Valid driver’s license that meets guidelines for obtaining and maintaining a City Driving Permit.

Major Duties and Responsibilities
1. Manage Human Resources professional(s) performing duties related to employee relations, performance management, the Americans with Disabilities Act (ADA), reasonable suspicion drug and alcohol testing, employee exit interviews, researching issues, resolving errors and/or complaints, and related activities.
2. Handle employee and outside party complaints in a timely and effective manner. Investigations include initial intake, interviews, and associated research, preparation of findings and follow-up documentation and communication. Provide recommendations to the Human Resources Manager regarding resolution.
3. Represent the department at legal proceedings such as unemployment and pre-termination hearings. Provide research and prepare written documentation in support of other legal actions such as grievances, U.S. Equal Employment Opportunity Commission (EEOC) claims, liability claims, and other suits.
4. Ensure ADA Accommodation Requests are received, acted upon, and monitored on a regular and consistent basis. Ensure ADA records are maintained. Develop and conduct ADA training.
5. Oversee the performance management process. Provide solutions and recommendations to enhance employee performance and enable the overall performance improvement of the department. Train, guide and assist managers and supervisors to promote consistent application of ratings.
6. Advises and trains managers and supervisors in best employee relations practices and strategies for managing supervisor problems and employee grievances.
7. Reduce risks by developing programs, policies, and procedures to promote fair and equitable employee relations and business decisions. Facilitate consistent application of rules, regulations, policies, procedures, performance standards, disciplinary and termination procedures.
8. Provide effective leadership and direction to subordinate(s). Evaluate work of subordinate(s) and provide opportunities for training and development.
9. Prepare and provide information regarding expenditures in support of annual budget planning to the Human Resources Manager. Manage purchase requisitions and review statements for accuracy. Approve payments.
10. Assist the Human Resources Manager with developing and executing employee resource groups and recognition programs to meet employee needs and business goals.
11. Oversee departing activities including exit interviews. Analyze statistical data such as turnover and other significant employment trends. Develop and track objectives and goal setting. Recommend turnover reduction steps as needed to the Human Resources Manager.
12. Conduct reoccurring stay interviews with employees to assess their job satisfaction to strengthen employee’s engagement and retention within the department. Collect and analyze feedback from stay interviews to uncover patterns, trends, and areas for improvement.
13. Assist with position classification and compensation changes, trades, Service Level Changes (SLC) requests for the upcoming fiscal year and related actions. Perform associated research and make recommendations. Prepare required documents for review by the Human Resources Manager.
14. Build collaborative and effective working relationships with staff and stakeholders across the department, city Human Resources, other city departments, and with other customers and service providers.
15. Provide support to the Human Resources Manager and complete special projects as assigned.
Knowledge, Skills & Abilities
• Strong written and verbal communication skills. Ability to prepare and present clear and concise reports, correspondence, and other written materials.
• In-depth knowledge and application of federal, state, and local labor and employment law and regulations
• Strong organizational and leadership skills with ability to plan, prioritize and organize work in a team environment.
• Ability to plan, direct and supervise the work of subordinates performing Human Resources services.
• Considerable knowledge of the principles and practices of personnel administration.
• Demonstrable experience in developing and executing programs that measurably impact positive employee relations.
• Knowledge of City and Aviation Department policies.
• Ability to analyze statistical and historical data, apply and use results for process changes, report writing and presentations.
• Ability to identify and effectively respond to issues, concerns, and needs. Skills to resolve conflict and or identify situations with potential for quick escalation.
• Ability to actively pursue and develop new ideas, methods, and procedures to meet changing situations. Skills to simplify complex issues into manageable parts and use innovation to drive results.
• Knowledge of and skill using various software tools, such as Word, Excel, PowerPoint, and Outlook.
• Ability to learn PeopleSoft and other software required to perform job duties and responsibilities.
• Ability to adhere to policies, procedures, and maintain strict confidentiality.
• Ability to exercise judgment and discretion in establishing, applying, and interpreting departmental policies and procedures.
• Ability to serve on committees/work teams to make sound recommendations and establish collaborative relationships.
• Ability to develop and maintain effective working relationships with co-workers, other City departments and the public, representing the airport in a positive manner.
Preferred Qualification
Major coursework in Human Resources Management, Business or Public Administration, Psychology or a related field of study. Experience must include involvement handling complex employee relations issues. Supervisory or managerial experience and PHR Certification or SHRM-CP preferred

Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
