Introduction

The goal of the City of Charlotte’s General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the City in a rapidly evolving and complex environment. The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money. General Services consists of capital project management, fleet services, procurement, environmental services, property management, and other support services.

Summary

The City of Charlotte is seeking a Construction Supervisor within the Construction, Survey, and Utility (CSU) Division of General Services.  The selected candidate will be primarily responsible for the supervision and direction of project inspectors while providing oversight on City construction projects.   

Major Duties and Responsibilities

  • Provide supervision, direction and oversight to construction inspectors assigned to projects and activities 
  • Coordinate with Construction Program Management on resource leveling of inspection staff
  • Ensure inspection staff’s technical consistency and quality of project files/record-keeping (diaries, timesheets, mileage reports)
  • Review monthly pay estimates and project schedules for accuracy  
  • Monitor the progress of construction activities including the delivery and use of materials, tools, equipment, quality of work performed, worker productivity and site safety through inspection staffing  
  • Supervise inspection staff and contractors in the completion of construction projects to assure compliance to project plans and specifications and prevailing building codes.  
  • Evaluate the credibility of costs and time extensions for additional work required to complete projects 
  • Drafting of change orders to be added to the contract with approval from Construction Management. 
  • Professional written and verbal interaction with contractors,
  • Project Managers, other City Departments and NCDOT Representatives 
  • Complete review of consultant and in-house prepared plans for constructability and utility conflicts.
  • Complete review of consultant and in-house prepared specifications and bid packages to ensure consistency with the plans.
  • Review and approve project schedules for upcoming construction projects.
  • Complete review of project cost estimates and construction durations.
  • Performs other duties as assigned. 

Knowledge, Skills & Abilities

  • Demonstrated skill in successful project management /construction management on city infrastructure projects. 
  • Excellent communication skills (both verbal and written)
  • Excellent customer service, collaboration, conflict management, interpersonal communication, and process improvement skills are essential
  • Ability to establish and maintain effective working relationships with General Services’ staff, private utility companies, other City Departments, contractors, and the public
  • Knowledge of general construction activities including basic surveying, civil engineering, means and methods, materials and material testing, project inspection, landscaping, site restoration, and various other types of construction.
  • Proficient in Project Management principles, including planning, design, execution and delivery, and evaluation
  • Proficient in plan review, NCDOT Standard Specifications, and City of Charlotte Land Development Standards
  • Computer skills at the intermediate level proficiency using Microsoft Office Suite Products (Word, Excel, Outlook) and PowerPoint
  • Competencies and skills leading to success include being proactive, a strong communicator, responsive, approachable, and comfortable managing conflict
  • Ability to perform effectively in a fast-paced/high-pressure environment
  • Successful candidate must have a valid driver's license, the ability to receive and maintain a City Driving Permit, and a personal passenger vehicle to conduct City business as required.

Preferred Qualification

  • Prefer associate degree or higher in Civil Engineering, Civil Engineering Technology, Construction Management, or related field.
  • Prefer certification in NCDOT QMS and NCDOT Concrete/ACI.
  • Construction experience.

Minimum Qualifications

  • Requires a High School Diploma or GED and seven (7) years of related experience or an associate degree in Civil Engineering, Civil Engineering Technology, Construction Management, or related field and five (5) years of related experience.  An equivalent combination of education, work experience, and relevant industry/job specific knowledge, skills, and/or certifications may be considered.  

Salary

  • $68,082 - $93,826 Commensurate with experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
