Summary
Major Duties and Responsibilities
- Support the technical aspects of the identification, ranking, and assignment of future major and minor storm drainage improvement projects.
- Strategically evaluate and study watershed areas with considerations for flood risk, aging infrastructure, environmental impacts, and equity.
- Support the technical aspects of developing planning-level studies and recommendations through the preparation of conceptual storm drainage analysis and the leveraging of various existing studies and datasets.
- Aid in the evaluation and prioritization of the City’s drainage system with considerations for hydraulic capacity and structural condition.
- Proactively model watersheds and drainage systems to determine flood resilience.
- Develop and manage new opportunities for innovative watershed modeling.
- Mentor team members in order to prepare conceptual design alternatives, repair recommendations, conceptual cost estimates.
- Provide coaching, mentoring, guidance, and technical instruction to staff regarding processes, storm water design and construction, and technical policy issues.
- Lead the development of short and long-term funding and implementation strategies for system renewal and rehabilitation.
- Provide input and technical expertise to develop and implement policies and standards of practice regarding applicable engineering principles and practices for the City.
- Collaborating with Asset Management.
- Support strategic initiatives.
- Perform other duties as assigned.
Knowledge, Skills & Abilities
- Working knowledge of hydrologic and hydraulic modeling and analysis
- Proficiency with Microsoft Office Suite
- Proficiency with ESRI ArcGIS Pro
- Understanding of engineering economics and budget/financial forecasting
- Familiarity with CCTV pipe video inspections and evaluations
- Experience with (or the ability to learn) Cityworks asset management software
- Ability to interpret, analyze, prepare, and explain complex technical reports, data, technical specifications and recommendations.
- Working knowledge of Charlotte-Mecklenburg Storm Drainage Manual, City of Charlotte Land Development Standards, NCDOT Standards and Specifications, and other local ordinances, requirements, and manuals
- A valid driver’s license, a good driving record with the ability to obtain and maintain a City Driving Permit
Preferred Qualification
- Licensure as a Professional Engineer is preferred
- Proficiency with the open and close drainage system models StormCAD, HY-8, HEC-RAS, and HEC-HMS
- Experience with two dimensional hydrologic and hydraulic modeling
Minimum Qualifications
- Bachelor’s degree in Engineering or a related field and five (5) years of progressive work experience in planning, design and construction of storm drainage systems.
