Summary
This position manages human resources (HR), asset management, administration, and budget functions for CLTWater’s Environmental Management Division (EMD). Work involves overseeing HR and budget functions, policies, and requirements for the division across multiple shifts and locations; administers related HR paperwork and updates personnel data into system; oversees the division’s weekly payroll; ensures compliance with related laws; administers City benefits programs and leaves for staff; administers employee evaluation process; maintains employee files; assists in purchasing and procurement process; oversees P-Card and travel policy; prepares and monitors EMD’s budget including preparation of reports and fund balance review; tracks, gathers information, and prepares various required reports; and coordinates special award events. This position also oversees the support services for the division, including workplace development, incentive programs, addressing related employee questions, and other division administrative responsibilities.
Major Duties and Responsibilities
• Serves as primary administrative support for the Charlotte Water Environmental Management Division
• Performs Human Resources functions, policies, and requirements for the division across multiple shifts and locations.
• Prepares, submits, and files personnel forms for recruitment, new hires, drug screening, physicals; administers background check process, performance evaluations, and other related functions
• Oversees the division's weekly payroll function; ensures compliance with state and federal mandated programs
• Prepares and monitors EMD’s budget including preparation of reports and fund balance review; utilizes financial software; and prepares and monitors financial reports.
• Assists in the procurement process, purchasing, and related policies; assists in preparing management reports on procurement and contract management activities
• Administers City benefit programs for staff, including enrollment and answering related questions and completing and submitting required FMLA, A&S, WC and other forms as required
• Submits certification lump sum requests
• Manages employee files and ensures information is up-to-date; manages the division's organizational chart
• Communicates City, Department, and Division policies and changes to leadership and staff.
• Plans and manages employee recognition and awards programs.
• Responds to employee questions and resolves concerns/problems
• Oversees division procurement card and travel policy
• Assists in tracking, gathering information, and preparing various required reports.
• Transcribes, edits, formats, and prepares summary minutes of various division staff meetings.
• Represents the division at assigned meetings.
• Serves as lead customer service agent for Environmental Management Division locations.
• Handles confidential information; manages records.
• Supervises the division’s Office Assistants and treatment plant administrative staffs.
• Provides support to supervisor.
• Performs other related job duties as assigned.

PHYSICAL DEMANDS:
The work is sedentary work and requires exerting up to 10 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: hearing, mental acuity, speaking, talking, and visual acuity.

Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
Minimum Qualifications
• Bachelor’s degree in business administration, public administration, accounting, or a related field.
• Five (5) related work experience in business, public administration, accounting, or related field.
Licenses, Certifications or Registrations:
• Requires a valid driver’s license.

$69,472.00 - $77,191.00 Commensurate with Experience
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
