Function

This position serves as a technical expert in LCRI and PFAS regulations.  Additional regulatory expertise is needed in the areas of the Clean Water Act, Safe Drinking Water Act, and NC DEQ water quality requirements as they relate to water treatment, wastewater, drinking water, storm water, reclaimed water, and natural/environmental waters.  

Summary

Work involves the technical analysis of data, development and reporting of compliance related documents, and involvement/planning of compliance strategies; manages various environmental permit programs; and collaborates with consultants, contractors, and regulators for meeting permit requirements and evaluating existing facilities.  This position also prepares reports; electronically reports data to regulatory agencies; provides direct support to management staff through review of regulations, analysis of impacts and is responsible for meeting reporting and notification requirements within regulations; addresses customer concerns; and assists with meeting ISO, Partnership for Safe Water, and NELAP requirements for CLT Water.

Major Duties and Responsibilities

Maintains or develops expertise in LCRR and PFAS regulations.  Additional regulatory requirements related to the Clean Water Act, Safe Drinking Water Act, and NC DEQ water quality requirements.
Conducts routine interactions with appropriate state and federal resource agencies; and provides National Pollutant Discharge Elimination System (NPDES) compliance support. 
Assists in managing various environmental permitting programs, including NPDES, storm water, and air.  
Seeks ways to streamline internal and external compliance processes; coordinates preparation of existing environmental conditions reports for compliance with regulatory standards. 
Assists in the evaluation of processes to support regulatory operations.  
Works with consultants, contractors, and Charlotte Water staff to coordinate efforts for regulatory compliance. 
Provides guidance and education on policy issues and regulatory standards related to LCRR, PFAS, and other regulations. 
Ensures data are accurate and reported on-time; receives and interprets analytical data; and collaborates with laboratories to resolve issues.
Tracks performance indicators; prepares award applications; and compiles and analyzes data.
Conducts tours for the different City divisions and the public.
Maintains required documents.
Supports meeting ISO, Partnership for Safe Water, and NELAP requirements for assigned area.
Performs other related job duties as assigned.

PHYSICAL DEMANDS:
The work is medium work and requires applying 30 pounds of force frequently and exerting up to 50 pounds of force occasionally to move objects. Additionally, the following physical abilities are required: balancing, climbing, crouching, feeling, manual dexterity, grasping, handling, perceiving sounds at normal speaking levels, distinguishing among sounds, kneeling, lifting, mental acuity, pulling, pushing, reaching, repetitive motion, speaking, standing, stooping, expressing ideas by spoken word, shouting above noises, visual acuity in data/color/observations/equipment/inspections, and walking.

Preferred Qualification

Five (5) years related work experience, preferably experience working in wastewater treatment and/or industrial pretreatment.
Desires credentials as follows: Grade A Water certificate; Grade I Wastewater Operator License; and Grade I & II NCPC certifications.

Conditions of Employment
