Summary
CLTWater is seeking an experienced and talented Training Specialist to join our Workforce Development/Training team. This position will be dedicated to work with the Charlotte Water Field Operations division. The selected candidate will work directly with the Field Operations Manager(s) and training team to meet Charlotte Water's strategic training and development programs and initiatives.
The successful candidate will possess strong customer service and leadership skills, have successful experience developing and implementing training initiatives and curricula. The candidate will be highly self-motivated and require minimal coaching or supervision, demonstrate the ability to lead in a team environment, be results-oriented, customer-focused, and a creative problem solver.
Major Duties and Responsibilities
• Provide training, development, and learning services by implementing strategic training initiatives, curriculum design, training delivery, and group facilitation virtually and in person.
• Work closely with department managers, HR personnel, and other stakeholders to identify training needs, align training initiatives with business objectives, and foster a culture of learning and development.
• Revise curricula to respond to departmental needs and individual training needs.
• Oversee the organization's learning management system, including content uploading, user management, tracking progress, and generating reports.
• Assess and select appropriate media based on audience, content, and expected outcomes.
• Create course communications and materials, and handle course logistics, including facilities set-up, materials, and equipment.
• Evaluate the effectiveness of training programs through feedback, assessments, and performance metrics to continuously improve training quality and employee performance.
• Collaborate with external training providers, consultants, and vendors to source training materials, expertise, and resources as needed.
• Direct and monitor structured learning experiences and implement changes as needed.
• Ensure training programs comply with regulatory requirements, industry standards, and company policies to maintain compliance and mitigate risks.
• Coordinate any City training related to departmental technology solutions.
• Ability to coach and/or mentor employees.
Knowledge, Skills & Abilities
• Familiarity with traditional and modern training methods, tools, and techniques (including, but not limited to, conventional lecture-style learning, case studies, hands-on training, mentoring, coaching, interactive training, online education, and succession planning)
• Knowledge of adult learning theory and practices
• Good communication, facilitation, presentation, and research skills
• Ability to present complex information to a variety of audiences.
• Candidates must demonstrate the ability to conduct training needs assessments.
• Proficiency in MS Office
• Strategic thinking and problem-solving skills with a focus on continuous improvement
• Ideal candidates will work well in a team environment.
• Ability to structure individual training plans.
Preferred Qualification
• Knowledge of Water Distribution and Wastewater Collection systems.
• Degree with five years of experience in human resources, business, communication, education, psychology, or related field
• Master's degree, relevant certification (e.g., Certified Professional in Learning and Performance - CPLP), or course work in Organizational Development, Education, or Psychology
• Experience creating training for Operations, Construction, or Utilities employees.
• Experience and knowledge in instructional design (ADDIE and SAM), curriculum development, and leadership and supervisory development.
• Knowledge of e-learning software such as Articulate 360, Captivate, Camtasia, or other software.
• Proficiency in learning management systems (LMS) and e-learning authoring tools.
• Possess industry-recognized coaching certification.
• Ability to obtain Distribution and Collection certification.
Minimum Qualifications
• High School Graduate or Equivalent
• Seven (7) years direct training work experience in operations, construction, human resources, business, communication, education, psychology, or related field

• Associate's Degree
• Five (5) years direct training work experience in operations, construction, human resources, business, communication, education, psychology, or related field
OR
• Bachelor's Degree
• Three (3) years direct training work experience in operations, construction, human resources, business, communication, education, psychology, or related field
OR
• Master's Degree
• One (1) year direct training work experience in operations, construction, human resources, business, communication, education, psychology, or related field
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.
