Summary

The Animal Control Supervisor requires a mastery of skills, including the application of highly specialized and/or technical training, skills and knowledge to ensure the protection of citizens and property, and safekeeping of animals through enforcement of state laws and local ordinances.

Knowledge, Skills & Abilities

• Considerable skill establishing and maintaining effective communication and working relationships with employees, city officials, private organizations and the general public.
• Through knowledge of state and local animal control laws and ordinances, municipal policy and procedure, and knowledge of technical and operating principles, practices and procedures of law enforcement.
• Knowledge of basic principles and methods of supervision and management.
• Ability to deal with the public in courteous, tactful and effective manner.
• Knowledge of basic computer operations.
• Able to work different shifts and varying days off.

Positions in this class typically require: grasping, talking, hearing, seeing, and repetitive motions.

Physical Requirements:
• Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, climbing or walking extended periods of time.
• Light to moderate lifting and carrying; some crouching, stooping, squatting, crawling, reaching, pushing, and pulling when performing tasks.
• Adequate vision, hearing, and speech required.
Sensory Requirements:
• Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proofreading, data entry, tabulating data.
• Ability to operate in an environment with frequent interruptions from people and/or noises, which in return could result in some level of stress, fatigue or strain.
• Comprehension of written information in work-related documents.
• Ability to hear, understand, and distinguish speech.
Working Conditions:
Indoor/Outdoor environment; may enter a residence containing a deceased person to remove an animal; work in an variety of environmental and weather conditions in indoor and outdoor settings; regular exposure to fumes or airborne particles, animal transmitted diseases, exposure to fractious, frightened, dangerous animals; mental and emotional stress from euthanasia; contact with irate/emotional pet owners and victims; frequent exposure to wet and/or humid conditions and vibration; potential for contact with toxic or caustic chemicals; the noise level in the work environment is usually loud.

Other Requirements:
Successfully complete and pass a pre-employment hearing and respirator clearance evaluation. Failure to successfully pass all segments of the pre-employment evaluation process will result in disqualification from further consideration under this vacancy announcement.

Minimum Qualifications

• Must be able to lift animals up to 100 pounds
• Must have a certification in chemical immobilization or have the ability to complete training and receive certification within one year of service
• Must possess a valid North Carolina or South Carolina Driver's License
• High School Graduate or Equivalent with 5 years experience or Associate's Degree with 3 years of experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
