Introduction

The Charlotte Fire Department (CFD) provides fire suppression, emergency medical services (EMS), technical rescue including urban search and rescue, hazardous materials mitigation, fire prevention, domestic preparedness, fire and EMS safety education, and fire investigation programs. From 43 fire stations, including two stations at Charlotte Douglas International Airport, CFD protects a population of more than 892,000 residing in 320 square miles of Mecklenburg County. The department’s ISO Class 1 Public Protection Classification rating and International Accredited status rank it among the top fire departments in the world.

Summary

This is moderately complex work in receiving and transmitting telephone and radio emergency class for fire and emergency medical incidents and coordinating response with other City/County emergency service and/or non –emergency organizations.

Major Duties and Responsibilities

A Telecommunicator I (part-time) will perform the following major duties and responsibilities:

  • Answer incoming emergency and routine phone calls as quickly as possible according  to Communications Division training guidelines.  
  • Interact with the public in a tactful, firm, respectful and decisive manner to obtain information from people under extreme stress. 
  • Question callers to determine locations & nature of problems to determine type of  response needed.  
  • Record details of calls / dispatches / messages and call notes.  
  • Choose the appropriate action and dispatch resources as quickly as possible utilizing the Computer Aided (CAD) system.  
  • Use Computer Aided Dispatch System in accordance with Communications Division training guidelines.
  • Operate console radio equipment with clarity, tact, and efficiency in accordance with Communicaitons Division training guidelines.
  • Communicate effectively with dispatched resources, relaying incident information appropriately and fulfilling all requests.
  • Communicate effectively with other TC’s on duty to ensure seamless and accurate service.    
  • Perform tasks in accordance with departmental and city policy and state and federal law, supplemented with specific direction from division supervision and/or sworn departmental leadership.    
  • Facilitate city and/or department notifications when required or requested. 
  • Assist on scene as a Chief aid at large scale, dynamic incidents.
  • Perform other duties as assigned.
The Communications Division operates on a 24x7 365-day basis.  Typical shifts for the division are 0645-1500 (daylight), 1445-2300 (daylight), 2245-0700 (night).  The schedule rotates for the daylight shifts and remains constant for the night shift. 

  • Part-time Telecommunicators are expected to work no more than 20 hours per week with at least two (2) eight (8) hour shifts each calendar month.  
  • Schedules are not guaranteed and are subject to change at any time to meet the needs of the division based on departmental or community needs. 

Knowledge, Skills & Abilities

  • Considerable knowledge and operational experience of multi-channel radio and multi-line telephone systems.
  • Working knowledge of the functions, practices, and procedures of the Charlotte Fire Department.
  • Working knowledge of the physical layout and geography of the City of Charlotte and surrounding areas.
  • Ability to accurately receive and clearly transmit radio communications.
  • Ability to assess people and situations, to apply sound judgment, to remain calm under high stress environments and to elicit sufficient and essential information for dispatching and assisting field personnel.
  • Ability to multi-task, i.e., work simultaneously on different calls, with different agencies and personnel.
  • Ability to communicate (speak and write) clearly and distinctly.
  • Ability to monitor multiple radio talk groups at one time.
  • Ability to maintain accurate and complete work activity records and files.
  • Ability to detect or tell differences between sounds varying in pitch & loudness.
  • Ability to communicate information / ideas clearly in written & spoken language.
  • Ability to remember information such as words / numbers / pictures / procedures
  • Ability to follow reasonable and prudent orders from members in supervisory positions.
  • Ability to work in a Team setting.
  • Ability to obtain and maintain minimum training standards and certifications. This includes an initial training period and continuing education.

ADA and Other Requirements:

Positions in this class typically require grasping, talking, hearing, seeing, and repetitive motions.

Physical Requirements:

  • Essential and marginal functions may require maintaining physical conditions necessary for sitting, standing, climbing, or walking for extended periods of time.
  • Light to moderate lifting and carrying; some crouching, stooping, squatting, crawling, reaching, pushing, and pulling when performing tasks.
  • Adequate vision, hearing, and speech required.

Sensory Requirements:

Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proofreading, data entry, and tabulating data.

  • Ability to operate in an environment with frequent interruptions from people and/or noises, which in return could result in some level of stress, fatigue, or strain.
  • Comprehensive written information in work-related documents.
  • Ability to hear, understand, and distinguish speech.

Working Conditions:

Work is performed in an indoor environment with moderate exposure to atmospheric conditions, moderate exposure to environmental conditions and frequent exposure to computer screens, files, and phone.

Preferred Qualification

Previous Fire, EMS, Police, Dispatch, Military experience or equivalent

Minimum Qualifications

Eligibility Requirements:

  • High School Diploma
  • At least 18 years of age by the date of the written assessment.
  • A valid driver’s license in your current state of residence as a condition of employment.  All applicants must have valid driver's license listing current residence to be considered for the Fire Telecommunicator position. 
  • Must meet NENA Hearing Standards for Public Safety Telecommunicators (NENA-STA-007.3-00).

Automatic Disqualifiers Include, but are not Limited to:

 

  • Reason(s) other than Honorable discharge from military
  • Admission and/or conviction of felony offense
  • Admission and/or conviction of misdemeanor involving moral turpitude
  • Illegal drug use within twelve months before or after the date of the telecommunicator exam
  • Pattern of illegal drug use including distribution
  • Pattern of theft
  • Six or more points for moving violations on driving record during past three years. Court decisions such as Prayer for Judgment Continued (PJC) will be counted as convictions. Three-year period calculated from date of conviction for each violation.
  • DUI / DWI conviction within the last five years

 

Applicants failing to meet testing qualifications may not retest during that same job posting. However, they are welcome to reapply after 6 months’ time has passed. Applicant who do not pass the panel interview may reapply after 12 months’ time has passed.  Applicants who are considered to be a “no call, no show” for any portion of the hiring process will be disqualified for a period of 2 years.  This includes all testing, observations, and the interview. Applicants are not guaranteed to be selected again to begin the hiring process during future vacancies.

Salary

$26.00 - $30.00/hour dependent upon experience. 

Conditions of Employment
