Summary

The Historic District Commission is in the Design and Preservation Division of the City of Charlotte Planning, Design and Development Department. The Historic Districts team consists of five members. Candidates will be a part of a team and can expect a fast-paced environment and should excel in communication skills. 

Major Duties and Responsibilities

  • Historic District Commission monthly meeting support.
  • Provide program administrative support and assist in formulating policies and objectives. 
  • Prepare COAs, amendments, and final inspections to ensure compliance with approved plans.
  • Conduct meetings to help clients understand policies and rules affecting Certificates of Appropriateness (COAs) applications. 
  • Assist zoning and code enforcement staff with compliance issues.
  • Meet with and advise city officials, Commission members, citizen groups, and partner organizations in complex historic preservation planning matters, including conservation assistance related to historic building materials. 
  • Work with other Departments on major initiatives where historic preservation is concerned (e.g., corridors of opportunities, strategic mobility plan, community area plans etc.).
  • Lead special projects and manage budgets for the Historic District Commission related to historic district designations, planning processes, and education and outreach.

Knowledge, Skills & Abilities

  • Ability to lead and mentor staff. 
  • Ability to understand and interpret complex architectural drawings, site plans, and zoning codes.
  • Demonstrated experience in preservation planning principles, practices, and their applicability to the community.
  • Experience working with design, development, and building construction professionals. 
  • Ability to collaborate with both internal and external customers.
  • Experience in presenting and working with with diverse audiences and all segments of the City’s population.
  • Proficient skills in all Adobe Suite products, AutoCAD, ArcGIS, and SketchUp, as well as Microsoft Office Suite.  

Preferred Qualification

  • Seven (7) years of planning experience, or five years (5) years with a master’s degree; a field associated with the design of the built environment and historic preservation is highly preferred.

Minimum Qualifications

  • Bachelor’s degree in Historic Preservation, Planning, Architecture, Architectural History, Landscape Architecture, Geography, Urban Design, or related degree, with five years or related experience or a Master's degree and three years of experience.

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
