Summary
The Center for Digital Government named Charlotte one of the top five digital cities in the nation. The City of Charlotte Innovation & Technology department (I&T) provides executive-level leadership, delivers technology services to city departments and partner agencies, and coordinates information technology initiatives across the organization to support, enhance and advance citizen service delivery. Charlotte Water Technology is a division of the I&T Department and directly supports Charlotte Water.
Charlotte Water Technology is seeking a GIS Manager to plan, coordinate, design oversee and maintain Geographic Information Systems (GIS) and related data. The position is responsible for managing staff who design, maintain, and support GIS systems, including mapping, spatial data analysis, system configuration and troubleshooting, database integrity, application development, and the editing and maintenance of related data. The primary areas managed include GIS (data and systems), unmanned aerial vehicles (UAV) program, pipeline inspection software (ITpipes) and CCTV, AVL program, surveying, and custom applications. Other essential activities include collaboration with managers and resources to identify business needs and lead planning, budget development, procurement, and managing costs across all activities.
SUPERVISORY RESPONSIBILITIES
Work requires managing and monitoring work performance of a major departmental function including making final recommendations or decisions on hiring and disciplinary actions, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments, as needed. Complexity may be determined by level of direct supervisory responsibility.
Major Duties and Responsibilities
• Manages a team of GIS professionals including data editors while providing thought leadership, goal setting and vision, and conducting performance evaluations.
• Manages, supports, and oversees the GIS (Geographic Information Systems) Program to include data and systems.
• Provides general planning and budgeting, including direct effort and coordination of internal and external resources.
• Coordinates or interacts with decision makers, system owners, and end users to define business and systems goals. Recommends efficient business and operational systems and technological solutions in support of core organizational.
• Participates in the RFP process, selection of solution/vendor, and contract negotiation.
• Facilitates regular technology roadmap reviews, industry best practices, system enhancement and/or end-of-life planning.
• Identifies trends / recurring issues for long-term remediation. Reviews and approves team change request for impacts and compliance with process and procedures. Ensures requests are handled in a timely fashion in accordance with City service level agreements.
• Manages vendors, monitors progress, updates and meet with stakeholders, obtains required approvals, and updates projects in project management software.
• Performs or delegates administrative functions to support the Department or Citywide ArcGIS components. Oversees data management and analysis. Esri ArcGIS Enterprise refers to the Portal for ArcGIS, ArcGIS Server, and ArcGIS Data Store).
• Manages the design and maintenance of spatial and relational databases to meet organizational needs and ensure efficient distribution of databases to users in multiple offices either through remote access to a central server or distributed across multiple servers.
• Coordinates with Innovation & Technology staff to ensure systems are configured optimally and are properly backed up.
• Directly creates and oversees the creation of ArcGIS web applications. Configures widgets, creates maps, and designs application layout.
• Serves as a primary member of the CLTWater Incident Management Team and provides direct support and coordinates team staffing to the CLTWater Operations Center as needed for incident support. Incident support will require night and weekend work.
• Facilitates and provides direct support to the City’s Emergency Operations Center as needed.
• Facilitates lifecycle support of the CLTWater Automatic Vehicle Location (AVL) solution. Creates and maintains real time streaming data feed of vehicle locations for integration into other applications. Ensures permissions for AVL software are met for CLTWater.
• Provides general oversight of large format plotter management and Closed-Circuit TV (CCTV) for pipe inspections, where applicable.
• Serves as the liaison to the GIS Team in I&T Center for Data and Analytics and coordinates CLTWater initiatives with this team and other City departments as needed.
• Provide general oversight for CLTWater Unmanned Aerial Vehicle (UAV) Program.
• Performs related work as required.

Preferred Qualification
• Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, Geographic Information Systems (GIS), Geography, or a related field and Five (5) years of experience in database administration and solution architecture
• Minimum of three years of supervisory experience
• Knowledge of Water and Wastewater Utility business and operations
• Direct experience managing and administering ESRI based GIS solutions and data in a utility environment
• Direct experience in managing and administering the ESRI ArcGIS Enterprise applications to include the ArcGIS Portal
• Direct experience in managing and administering the ESRI Utility Network
Minimum Qualifications
• High School Graduate or Equivalent
• Nine (9) years of experience in database administration and solution architecture
OR
• Associate degree from an accredited college or university in Information Technology, Computer Science, Geographic Information Systems (GIS), Geography, or a related field
• Seven (7) years of experience in database administration and solution architecture
OR
• Bachelor’s degree from an accredited college or university in Information Technology, Computer Science, Geographic Information Systems (GIS), Geography, or a related field
• Five (5) years of experience in database administration and solution architecture
