Summary
The CMPD Communication 911 Center is the link between citizens and emergency public safety response. The department's actions help save lives, protect property, and assist the public in their time of need. The Police Telecommunicator Senior must be a forward-thinking and respected professional who is customer-service orientated and has knowledge and experience in functions and capabilities of all E-911 services.
Major Duties and Responsibilities
- Operates various types of dispatch and emergency communications equipment including multi‐frequency radios, computer aided‐dispatch, teletype, and TDD/TTY equipment.
- Determine true nature and location of emergency; prioritize and dispatch Police, Fire and public service units as necessary in accordance with established policies and procedures; monitor resources for response and safety.
- Maintain telecommunications contact, status, and location of all units on assignment.
- Provide lifesaving instructions through the application of pre-arrival and post-dispatch instructions.
- Operate a variety of communications and telecommunications equipment including wide band radio, telephone and computer consoles and systems, and other recording devices.
- Use telecommunications systems to coordinate emergency calls and relay information and assistance requests involving other law enforcement agencies.
- Perform a variety of clerical and data entry duties; test and inspect equipment as required; notify supervisor of equipment malfunction or failure.
- Receive, process, and transmit information by verbal communication, tele-type or computer to federal, state and local government agencies.
- May provide small group training for employees.
- Retrieve information from NCIC relating to wanted persons, warrants, stolen property, vehicle registration, stolen vehicles, and other information.
- Assume senior role among the telecommunicators; by providing support for the position of Telecommunicator I.
- Perform other job-related duties as assigned.

- Knowledge of transmission / broadcasting / switching / control / operation of telecommunications systems.
- Knowledge of relevant equipment / policies / procedures / strategies to promote effective local / state / national security operations for the protection of people / data / property / institutions.
- Skill in the structure & content of the English language including the meaning & spelling of words / rules of composition / grammar.
- Knowledge of administrative & clerical procedures / systems such as stenography & transcription.
- Ability to listen to / understand information & ideas presented through spoken words / sentences.
- Ability to monitor multiple radio talk groups at one time.
- Ability to detect or tell differences between sounds varying in pitch & loudness.
- Ability to communicate information / ideas clearly in written & spoken language.
- Ability to remember information such as words / numbers / pictures / procedures.
ADA and Other Requirements:
Positions in this class typically require grasping, stooping, squatting, kneeling, crouching, reaching, pushing, talking, hearing, seeing, and repetitive motions.
Physical Requirements:
- Remaining in a stationary position, often sitting, or standing for prolonged periods.
- Occasional movement throughout the workday daily to interact with staff and accomplish tasks.
- Communicating both verbally and written to exchange information.
- Repeating motions of holding, grasping, turning, that may include the wrist, hands, and/or fingers.
- Light to moderate lifting and carrying.
- Lift up to 50 pounds.
- Work primarily in office environment.
- Ability to operate office equipment, such as computer, copier, fax machine, and phone.
Sensory Requirements:
- Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proof reading, data entry, tabulating data
- Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain
- Comprehension of written information in work related documents
- Ability to hear, understand, and distinguish speech
Working Conditions:
Work is performed indoors in closed and secured setting involving continuous speaking, conversing on telephone and computer operation. The selected candidate should have the ability to function for extended hours day or night and must possess the necessary skills to operate a computer keyboard, telephone, recording device and various office skills. Sitting, stooping, bending, reaching, pulling, pushing, grasping, talking, seeing, hearing (split ear) reading, and repetitive keyboard motions as well as extended periods of sitting. Work in a closed and restricted setting with the same coworkers for extended periods. Frequent telephone communication with citizens in stressful situations who may be unable to communicate effectively. Work operations are 24-hours/7-days a week.
Other Requirements:
Successfully complete and pass a pre-employment medical evaluation and background check. Failure to successfully pass all segments of the pre-employment background check will result in disqualification from further consideration under this vacancy announcement.
Per North Carolina Administrative Code – "A conviction of a crime or unlawful act defined as a Class B misdemeanor renders an applicant or certified DCIN user ineligible to become certified as a DCIN user when such conviction is within 10 years of the application date of request for DCIN certification. A conviction of a felony or two or more Class B misdemeanors regardless of the date of conviction renders an applicant or certified DCIN user permanently ineligible to hold such certification."
Minimum Qualifications
- High
School Graduate or Equivalent one to three years of experience as a Telecommunicator.
- DCI Certified General Inquires.
- Sheriffs’ Standards Telecommunicator Certification (40 hours must be completed within one year from appointment)
- Internal candidates must possess APCO PST training or CTO certification or able to obtain within one year from appointment.
- Required annual Sheriff’s Standards Continuing Education (16 hours per year)
Note: To be considered a lateral, the applicant must be currently a certified telecommunicator by the Sheriff’s Standards Telecommunicator Certification, with a minimum of three years of experience.
Conditions of Employment
The City’s
Background Check Policy requires background checks to be conducted on final
internal or external candidate(s) applying for any position with the City of
Charlotte. The type of information that will be collected as part of a
background check includes, but is not limited to: reference checks, social
security verification, education verification, criminal conviction record
check, and, if applicable, a credit history check, sex offender registry and
motor vehicle records check.
Background checks

Credit Reporting Act (FCRA). The checks must be consistent with the guidelines
set forth by these laws requiring organizations to obtain a candidate’s written
authorization before obtaining a criminal background report, motor vehicle
records check or credit report; and to properly store and dispose of
information derived from such reports.
Final candidates
must pass a pre-employment drug-screening test and physical examination. During
the selection process, candidates may be asked to take a skills test, and/or
participate in other assessments.
