Function
The Business Inclusion Specialist provides support for various tasks involving the City’s Charlotte Business Inclusion (CBI) Program. The specialist in this role will spend much of the time interacting with the public face-to-face.
This position is based at The Charlotte Douglas International Airport and currently works a hybrid schedule with 2 days in the office and 3 days remote. Work hours consist of regular business hours, Monday - Friday and is subject to calls and work during irregular hours, overtime, and emergency calls back to work.

Summary
The CBI program strives to promote economic growth enhancing competition and participation of Minority, Women and Small Business Enterprises (MWSBE). This position reports to the Business Diversity & Development Manager and will carry out tasks to support the Airport’s development and utilization of MWSBEs. The position provides consulting services and administrative support as part of a team of employees responsible for administering a $180+million annual operating budget and $3 billion Airport Capital Improvement Project program. The work requires considerable initiative, public contact, discretion, independent judgement, and decision making within established guidelines and policies and procedures.
Major Duties and Responsibilities
1. Manage, train and provide daily oversite to a team of one or more direct reports.
2. Cultivate professional relationships with Aviation Staff, the City CBI Office, vendors and other relevant stakeholders.
3. Review Aviation project plans for subcontracting opportunities and set MWSBE Contract Goals.
4. Deliver program information at project meetings, conferences, and outreach events.
5. Define suitable contract, solicitation, and RCA language for each project and communicate with stakeholders accordingly.
6. Enter and manage post-award data in financial ERP and project management systems with the team. Ensuring compliance and goal achievement through audits, payment confirmations, and team-conducted site visits.
7. Resolve project-based conflicts, assist vendors with issues, and provide vendor training.
8. Provide routine reporting to the CBI Office.
9. Coordinate food truck compliance and schedules for approved Airport locations alongside the team.
10. Assist with the logistical planning and implementation of outreach events.
11. Provide additional support as defined by City and Aviation Leadership teams with team involvement.
12. This role may have a direct report; a Business Inclusion Specialist, who would perform duties within a similar scope of work.

Knowledge, Skills & Abilities
• Experience with ITB/RFQ contracts/documents and administering contracts for highly regulated government programs preferred.
• Ability to conduct research, prepare accurate records and reports.
• Ability to work with multiple stakeholders to further the goals and requirements of the programs.
• Ability to maintain effective working relationships with co-workers, other City departments, and the public, representing the Airport in a positive manner.
• Ability to identify and analyze problems and identify possible solutions in support of established goals.
• Proficiency in Excel, Word and other MS Office Programs with the ability to learn new programs quickly. Experience utilizing database programs and ability to access information from the Internet and Intranet.
• Ability to communicate effectively, orally and in writing, and to establish and maintain effective working relationships.
• Ability to work independently as well as a team member with diverse workgroups.
• Proficient organizational and multi-tasking skills required.
• Public speaking skills.
• Experience with E-builder and/or B2GNow.
Preferred Qualification
- Experience with public speaking.
- Experience with E-builder and/or B2GNow.
- Experience working with organizations with Vendor Diversity Programs (public & private sector).
- Experience in industries with regulated procurement activities.
- Previous roles that include planning / managing community outreach initiatives are a plus.
Minimum Qualifications
High School Graduate or Equivalent and seven years related work experience.
OR
Associate degree with five years related work experience.
OR
Bachelor's Degree and three years related work experience.
