Utilities Construction Management
Reporting to one of the CLTWater Capital Projects Engineering Division Managers, the Construction Manager (CM) will directly supervise approximately five (5) Construction Inspectors and two (2) Chief Construction Inspectors, manage geotechnical (materials testing), consultant inspection and related contracts, provide short and long-term resource planning, maintain inspection manuals and work to establish and implement an employee training program related to water and wastewater infrastructure as well as vertical construction inspection and associated testing.
Major Duties and Responsibilities
• Assist the Capital Projects Engineering Division Managers (CPDM), coordinate with other Construction Managers, and other staff with a wide variety of work, including long-range planning for staffing needs and budget review.
• Supervise, mentor, coach, and train direct report(s).
• Work to promote an inclusive environment for all staff in the Division.
• Work with staff to manage schedule and budget for various new construction, repair and professional services contracts supporting the Capital Projects section.
• Manage construction inspection, survey, testing and related contract invoices and submittals.
• Manage internal and external resources to ensure appropriate inspection coverage on construction projects
• Update project lists and assignments.
• Maintain employee training program. Track certifications and identify training opportunities.
• Update and maintain construction standard operating procedure manuals.
• Maintain staffing charts and inspector team assignments.
• Assist CPDM in implementing new procedures, ensuring established procedures are followed.
• Assist in cost negotiation, claim resolution, and use of contingency and change orders.
• Manage construction contract payments.
• Assist in developing contract language, special provisions, and scope of work.
• Ensure all direct reports are on site and performing job duties as appropriate to support each project.
• Review timesheets and overtime requests from direct reports.
• Represent the Engineering Division on various stakeholder, technical and process teams.
• Support staff on resident and businesses interactions and concerns with internal and external customers.
• Coordinate and maintain positive relationships with multiple agencies, including but not limited to Private Utilities, Planning, CDOT, Storm Water Services, General Services, Mecklenburg County, NCDOT, CATS, and internal Operations staff.
• Performs other duties as assigned.
Knowledge, Skills & Abilities
• Knowledge of construction industry standards, utilities, materials, methods, and equipment concerned with the construction and maintenance of water and wastewater infrastructure, storm drainage systems, roadway as well as vertical construction and other ancillary/related construction activities.
• Excellent communication skills, both verbal and written with the ability to work well with others.
• Excellent organizational and time management skills.
• Ability to communicate in both English and Spanish is desirable.
• Ability to recognize problem sensitivity, as well as project and task criticality and schedule.
• Builds appropriate rapport through constructive and effective relationships; uses diplomacy and tact and can effectively diffuse conflict.
• Good problem-solving skills using logic and reasoning based on critical thinking with the ability to make decisions on a timely basis, identifying effective approaches for choosing a course of action and/or developing appropriate solutions within a team atmosphere.
• A working knowledge of Charlotte Water Specifications, City of Charlotte Land Development Standards, NCDOT Standards and Specifications, in addition, knowledge of Charlotte Mecklenburg Storm Water Design Manual is preferred.
• Proficiency in Microsoft Office Suite products (Excel, Word, Outlook).
• Must have a valid driver's license, good driving record, and be able to receive and maintain a City Driving Permit Authorization.
• Bachelor’s degree in civil engineering, Civil Engineering Technology, Construction Management, or a related field.
• Minimum of ten (10) years of experience in horizontal construction industry with a minimum of five (5) years direct public or private work experience in water and wastewater construction.
• Experience with private utilities and vertical construction.
• Knowledge of street maintenance expectations.
• Bilingual – Spanish
• Experience with Construction Management software like eBuilder or Procore
• Experience with Construction Estimating and Scheduling
• Current OSHA certification
• Current Charlotte Mecklenburg Certified Site Inspector
• Supervisory Experience
• High School degree or Equivalent
• Seven (7) years of relevant experience
• Associate degree
• Five (5) years of relevant experience.
