Introduction

The goal of the City of Charlotte’s General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the City in a rapidly evolving and complex environment.  The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money.  General Services consists of capital project management, fleet services, procurement, environmental services, property management and other support services.

Summary

The Senior Budget and Finance Analyst is responsible for assisting in managing the General Operating Fund. He/she also provides general financial support within the Finance and Administrative Services Division of the Department of General Services. In addition, this position performs accounts payable (AP) activities and processes financial transactions in the City’s ERP system (Munis). 

Major Duties and Responsibilities

  • Monitor operating budget activity for department’s general fund budget 
  • Act in lead role for operating AP activities including, but not limited to, vendor invoice payments, one-time vendor payments, and other payments to financial partners 
  • Serve as primary approver of requisitions and purchase order change orders against operating funds
  • Provide guidance and support to department staff related to operating budget financial issues including research, training and other assistance  
  • Coordinate training for Munis end users in the department and provide direction on accounting practices and city policies. Training may involve one-on-one instruction and/or small and large group settings
  • Troubleshoot issues that arise with Munis and provide timely responses and solutions
  • Lead the annual year-end closing and reopening process for department:
    • Develop departmental schedule and provide training 
    • Monitor and manage financial transactions during transition period. Transactions include, but are not limited to, invoices, contracts, purchase orders and journal entries. 
  • Assist with operating budget development and associated reporting
  • Provide analysis of complex data and trends to develop reports for senior level management
  • Create and submit reports on financial information regarding purchasing, spending, and account balances
  • Prepare journal entries to transfer budget and/or expenses to appropriate accounts in operating fund
  • Serve as a Procurement Card Accountant for the Department 
  • Perform other special projects as assigned by Operating Budget and Finance Analyst Lead

Knowledge, Skills & Abilities

  • Ability to work independently with minimum supervision
  • Strong organizational and time management skills
  • Effective training skills in one-on-one and small and large group settings
  • Ability to communicate effectively, orally and in writing
  • Knowledge of principles and practices of local government finance and accounting  
  • Advanced Microsoft Word and Excel skills with an ability to master other job- related software such as ERP systems and the finance components of other systems
  • Strong critical thinking and strategic analytical skills

Preferred Qualification

  • Combination of accounting degree, MPA or MBA
  • 3 – 5 years of relevant experience

Minimum Qualifications

  • Associate degree and five (5) years of related experience or a Bachelor's degree with three (3) years of relevant work experience; or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties

Salary

  • $64,841 - $81,051 Commensurate with experience
