Introduction

The goal of the City of Charlotte's General Services Department is to guide agencies through innovative and efficient deployment of resources to meet their missions and fulfill the needs of the city in a rapidly evolving and complex environment. The Department will design and deliver expanded, shared services across departments and for the City of Charlotte to improve performance and save taxpayer money. General Services consists of capital project management, fleet services, procurement, environmental services, property management, and other support services.

City Procurement, a Division of the General Services Department, is responsible for centralized governance and oversight of the City of Charlotte's procurement and contracting activities. The Division is comprised of four procurement teams, each responsible for a specific area of focus as an internal support organization to all city departments in the acquisition of Construction/ AES/ Facilities, Commodities, Services & Technology, and Transit Procurement Management.

Summary

The General Services Department is seeking a Business Inclusion Specialist Lead for the Diversity Compliance Team within the Procurement Division. This position reports to the Compliance & Performance Manager and is responsible for working collaboratively with procurement teams to ensure contract diversity and inclusion participation, contract development and negotiation, compliance reviews and development of performance and risk mitigation strategies in support of all diversity and inclusion procurement needs and requirements.

Major Duties and Responsibilities

  • Supervise and provide support to the Business Inclusion Specialist and Davis Bacon Wage Officer.
  • Review diversity supplier system queue and pull reporting of action items: Lock Ins, Past due audits, Contract Payments and develops action plan.
  • Manage Project Manager involvement in resolving system audits and contractor payments.
  • Lead Charlotte Business Inclusion (CBI) processes for GS Implementation improvements to best help the Compliance team succeed and develop. Develop and Update templates when necessary.
  • Develop/coordinate CBI processes for CMAR projects preconstruction and construction phases.
  • Coordinate and act as the main point of contact for dispute resolution.
  • Assign Goal Review on formal procurement projects within the Procurement Division.
  • Assign and assist with managing HUBSCO initiatives to effectively stay on target for quarterly reporting.
  • Reviews Agenda items prior to council agenda dates ahead of agenda schedule to evaluate MWSBE language.
  • Develop and maintain professional relationships with Project Managers, Division Heads, Deputies, Directors, the City Attorney’s Office and others as needed in order to effectively collaborate and deliver compliance initiatives.
  • Assess closed contract report and reconcile goal commitments.
  • Creates and coordinates proper reporting channels for compliance issues.
  • Enforces adherence to requirements and advises management on needed actions.
  • Develops methods to identify barriers in meeting MWSBE goals, recommends corrective actions and assists in the overall achievement of MWSBE initiatives.
  • Identifies potential risks and solutions for risk mitigation in collaboration with Procurement Management, CBI Compliance Manager, City Legal, and stakeholders.
  • Serves as Procurement Division Diversity Compliance representative at pre-proposal/pre-bid  meetings, workshops, seminars and vendor training sessions
  • Ensures legal and ethical observance of all state statutes and guidelines along with best business practices on all diversity and inclusion and procurement processes. 
  • Interacts with all organizational levels to accomplish diversity and inclusion contracting objectives and to identify and recommend opportunities to enhance MWSBE participation.
  • Facilitate and manage Davis-Bacon Act processes and related tasks for General Services.
  • Conducts compliance reviews when vendors are non-compliant with the CBI Program and DBE (federal) Program requirements.
  • Evaluate and review bids and proposals as it relates to the diversity compliance program in the City’s Procurement software.
  • Implements and maintains procedures to manage the risk of non-compliance and to deter and detect fraud.
  • Coordinate, schedule, and conduct required compliance training for vendors and employees.
  • Performs other related advocacy and outreach activities as assigned.
  • Assists with maintenance of policy and process and procedure documents.

Knowledge, Skills & Abilities

  • Requires in-depth knowledge of supplier diversity programs and related City of Charlotte policies and procedures;
  • Requires strong working knowledge of local, state and federal laws and regulatory guidelines and standards governing public procurement and purchasing principles and practices.
  • Requires critical thinking and problem-solving skills;
  • Ability to work independently and collaboratively;
  • Proven ability to meet tight deadlines, multi-task, and prioritize workload;
  • Excellent oral and written communication skills;
  • Ability to analyze data and information and draw logical and objective conclusions; perform investigations; interpret and apply laws and regulations, policy and procedures; and
  • Highly motivated, professional able to function with minimal supervision and across multiple procurement disciplines, in partnership with all levels of the organization.

Preferred Qualification

  • Bachelor’s Degree and two years of related experience;
  • Candidate possessing experience leading and directing professional staff or, an equivalent combination of education, knowledge, skills, abilities, and experience sufficient to successfully perform the essential duties of the job
  • Candidates with previous diversity and inclusion experience with a government entity are highly desired 
  • Requires a candidate highly-analytical with strong attention to detail

Minimum Qualifications

  • High School Diploma or equivalent and three years of related experience or an associate degree and one year of experience or an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties

Salary

  • $64,841 - $81,051 Commensurate with experience 

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
