Internal to Current City of Charlotte Employees
This position is responsible for protecting information systems by managing compliance, coordinating response to Cyber security incidents, and researching and maintaining awareness of the latest Cyber threats and vulnerabilities. This position will work with all city technology teams to ensure that necessary technical security requirements are met. As a lead member of the Innovation and Technology Cyber Security team, this individual will focus on project and operational-related security initiatives to support technology infrastructure, and/or enterprise applications and services while also facilitating the use of technology to ward off attempts by attackers who are targeting sensitive consumer and corporate information. This individual will provide technical leadership in the Cyber Security team and lead the Cyber security automation processes. Also, this position is responsible for planning, developing, and coordinating Cyber security project and cloud requests.

Major Duties and Responsibilities
- Lead the execution of security tasks related to technology projects or cloud security initiatives.
- Develop automation using high-level programming languages and other software to reduce manual time spent on Cyber security processes.
- Develop and review Cyber Security network architectures and documentation.
- Lead the configuration and installation of security infrastructure. This is to include scheduling and attendance of after hour maintenance windows.
- Coordinate the maintenance and monitoring of Cyber infrastructure security systems.
- Provide technical leadership and support in response to Cyber security incidents.
- Determine, Develop, and support remediation plans for any security gaps either discovered or reported in audits, or by recommended process improvements.
- Collaborate with city departments to mitigate security vulnerabilities and conduct investigations.
- Conduct security research and training in keeping abreast of the latest security events and issues.
- Assist Cyber Security management in developing security initiatives and coordinating those cyber security staff to implement.
- Maintain the maintenance renewal of all security appliance support and licensing.
- Coordinate and execute security tasks related to Innovation and Technology security requests.
- Perform other related duties as assigned.
Knowledge, Skills & Abilities
- Expert level expertise in firewalls, load-balancers, and DDOS appliances.
- Extensive Cyber Security or Network Engineering support experience.
- Technical leadership experience for a team of firewall engineers.
- Experience configuring web security involving TLS termination, ciphers, protocols, and iRules.
- Experience configuring and maintaining mission-critical firewall infrastructure and designing secured infrastructure for application environments.
- Experience in administrating CASB reverse proxies, forward proxies, and API integration.
- Knowledge in programming, developing, or scripting for interaction with API services.
- Experience performing root cause analysis, risk evaluation, risk mitigation, and risk avoidance.
- Knowledgeable of and experience securing all operating systems to include UNIX, Linux, and BSD. This knowledge should include experience with IPFW, PF, Firewall CMD, and other packet filtering technologies.
- Ability to work efficiently, expeditiously, and independently with limited supervision.
- Excellent communication and Interpersonal skills necessary to develop and maintain effective and appropriate working relationships.
- Ability to self-manage tasks for meeting schedules and deadlines of the work.
Preferred Qualification
CISSP, CCSE, CCMSE, F5-CSE, RCSE, RCAMSE, PCNSE, TCSE, NSE5 or NSE6.
Minimum Qualifications
High School Graduate or Equivalent and seven years related work experience
OR
Associate's Degree with five years related work experience
OR
Bachelor's Degree and three years related work experience
OR
Master's Degree and one year related work experience . Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities necessary to perform the essential job functions.
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
