Function
This position performs a lead role and handles budgetary, accounting and general financial analysis for assigned area.
Summary
Work involves performing related business, financial, budgetary, and revenue/cost accounting; analyzing fiscal data for area of concern; providing fiscal information to various levels of management; auditing for compliance; and providing training and guidance on financial processes and policies. This position performs complex analytical tasks and leads the work of others.
Major Duties and Responsibilities
• Operates in a lead capacity on a team of Budget and Finance Analysts focused on development, oversight, and support of the operating budget for the department.
• Offers instruction and helps coordinate the efforts of the team.
• Assists with budget development, assists the operating budget and year-beginning and year-end processes; provides responses to audits and industry surveys; and develops ad hoc reports when requested.
• Process transactions in the budget/financial system as required.
• Monitors financial transactions and performs fiscal analysis.
• Performs financial review of pay applications construction work-in-progress
• Serves as a Procurement Card Program Manager for the department, reviews departmental transactions, and ensures accuracy before submittal.

• Prepares clear and concise administrative and financial reports as scheduled and as needed.
• Monitors reimbursable agreement contracts; prepares documentation for release of proportional cost funds.
• Coordinates with department divisions, City Finance, and other departments to improve processes and resolve problems; identifies, recommends, and implements changes to strengthen and improve administrative procedures.
• Ensures historical reference by documenting procedures and decisions, maintaining required documentation, and providing documents as necessary.
• Performs informal, internal audits of financial and related areas.
• Serves as an Enterprise Resource Planning (ERP) Security Liaison; coordinates and submits changes to the ERP system.
• Provides training and guidance of financial related activities/processes.
• Performs other related job duties with professionalism and tact.
Knowledge, Skills & Abilities
• Knowledge of the principles and practices of governmental accounting and fund accounting systems.
• Knowledge of how to compile, interpret, and investigate statistical compilations and variances.
• Knowledge of financial and budgetary systems, Microsoft Office products and SharePoint.
• Skill in communicating in written, one-on-one, small group, and presentation situations.
• Skill in the application of prioritization, organization, and coordination abilities to work on multiple projects in a fast-paced environment with tight deadlines.

Preferred Qualification
• Certified Public Accountant (CPA) or Certified Management Accountant (CMA) preferred.
• Master’s degree in business administration, accounting, public administration, or a closely related field preferred.
Minimum Qualifications
• High School Graduate or Equivalent
• Seven (7) years of related professional work experience performing financial functions and demonstrating analytical and quantitative skills preferably in a public sector setting.

• Associate degree in business administration, accounting, public administration, or a closely related field from an accredited school
• Five (5) years of related professional work experience performing financial functions and demonstrating analytical and quantitative skills preferably in a public sector setting.
OR
• Bachelor’s degree in business administration, accounting, public administration, or a closely related field from an accredited school
• Three (3) years of related professional work experience performing financial functions and demonstrating analytical and quantitative skills preferably in a public sector setting.
OR
• Master’s degree in business administration, accounting, public administration, or a closely related field from an accredited school
• One (1) years of related professional work experience performing financial functions and demonstrating analytical and quantitative skills preferably in a public sector setting.
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
