Summary

The Planner will be part of the Data Analytics & Visualization Program Area of the Charlotte Department of Planning, Design, and Development.  This Program Area is part of the Long-Range Planning Division and provides GIS and analytical support to all other divisions in the department, as well as other city-wide initiatives.  The Planner position has a moderate level of responsibility and is responsible for completing complex GIS-focused planning-related tasks. 

Major Duties and Responsibilities

  • Serve as lead data analytics, visualization, and GIS resource for the Community Planning Program Area of the Long Range Planning Division. This person will be a core member of the Community Area Planning Team.
  • Responsible for maintaining and updating the four equity metrics and vulnerability to displacement GIS layer that make up the Equitable Growth Framework.
  • Assist other Planning Divisions with their data analysis and mapping requests as needed.
  • Assist with data analysis and mapping needs of high-profile community-wide and regional initiatives, such as the Charlotte Future 2040 Comprehensive Plan, Charlotte Unified Development Ordinance, Alignment Rezoning and COORDINATE Our Future.
  • Foster relationships amongst other city departments to create a cohesive and collaborative working approach.
  • Ensure that Planning follows city-wide policies regarding data publishing, data maintenance, and data security protocols.

Knowledge, Skills & Abilities

  • Knowledge of comprehensive planning policies, goals and strategies, land use regulations, community design and other public planning policies and standards.
  • Interpersonal skills necessary to develop and maintain adequate and appropriate working relationships.
  • Strong customer service skills and ability to use problem-solving and spatial analyses to answer Planning related questions.
  • Must have excellent project management and organization skills. 
  • Excellent written and oral communication skills.
  • Ability to communicate effectively and express complex ideas succinctly.
  • Ability to perform a variety of duties, often changing from one task to another of a different nature.
  • Adept at navigating the grey by asking key questions, gathering facts, and staying nimble.
  • Knowledge of GIS concepts and ability to create and maintain visually pleasing maps, spatial datasets, tables, and other geospatial data using sound cartographic principles.
  • Proficiency with ArcGIS suite of products, including ArcGIS Pro, ArcGIS 10.7, ArcGIS Online, Microsoft Office Suite, and Adobe Creative Suite.
  • Ability to complete highly technical tasks efficiently and accurately, often under tight deadlines.
  • Demonstrated ability to handle multiple tasks and work independently and in a team setting to move forward initiatives, projects, and tasks.

Preferred Qualification

  • Familiarity with ArcGIS Urban or other scenario planning software is preferred.
  • Some community engagement experience and public presentation skills are ideal.

Minimum Qualifications

  • Bachelor's Degree in Planning, Architecture, Geography, Landscape Architecture, Engineering, Political Science, Public Administration, Social Science or related degree and five years related work experience.
  • Minimum three years GIS-related planning experienced required.


Conditions of Employment

Final candidates must pass a pre-employment drug-screening test. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
