Summary
This
is high-level technical and administrative work overseeing maintenance and
repair of airfield lighting systems and related work.
Work requires extensive experience reviewing aviation airfield construction
drawings, overseeing airfield construction projects, and FAA Part 139
Certification requirements. Work is
performed under strict guidelines such as FAA and TSA, time limitations and
limited supervision. Follow guidelines for public safety, security and customer
service. Work involves considerable contact with the FAA, contractors, and
airport employees. Technical supervisory
work also includes managing airfield lighting contracts.
General Information:
- Generally the hours are from 8:00 PM to 6:00 AM. Schedule subject to overtime, irregular hours, including evenings and weekends based on assignment; also, schedule subject to change and emergency calls back to work.
- Valid driver’s license and ability to qualify for and maintain City driving permit.
- Pass security check in advance of start date, and maintain security authorization. Certain criminal convictions will disqualify individuals from unescorted access privileges and therefore exclude from employment.
Major Duties and Responsibilities
- Supervises and participates in the proper installation, repair, and maintenance of electrical and mechanical systems on the airfield and parking lots.
- Through the conduct of primary duties, peruses airfield for non-lighting related discrepancies and either repairs or reports these discrepancies to appropriate personnel.
- Assign and review work of maintenance mechanics and other personnel engaged in airfield electrical maintenance duties; providing technical assistance on unusual or complex assignments.
- Inspect equipment to determine needed repairs and necessary parts.
- Ensure the airfield is compliant with all marking requirements set by the FAA.
- Assemble quotes and prepare necessary documents for contractor work.
- Work with the Airport Development Group on various landside and airfield lighting and parking lot projects.
- Assist Airport Operations with assessing airfield markings related to the annual 139 inspection.
- Review records of work performed and materials used in systems maintenance and repair to ensure accuracy and quality of work.
- Authorize requests for parts, materials and supplies. Prepare cost and materials estimates on breakdowns and repairs.
- Perform related work as required such as to maintain airfield lighting equipment.
- Ensures that employees are informed of, and comply with, safety rules, operating policies and personnel regulations.
- Various management duties with lighting contracts.
- Assist with annual operating and capital budgets.
- Responds to calls outside of normal work hours and returns to work as needed to resolve urgent problems 24/7/365.
Knowledge, Skills & Abilities
- Thorough knowledge of methods, tools and materials used in mechanical and electrical installation, maintenance or repair.
- Thorough knowledge of Part 139 Airfield Certification Criteria and applicable FAA Advisory Circulars for airfield lighting.
- Knowledge of occupational hazards, environmental regulations, safety precautions or trade and the ability to enforce adequate safety precautions against such hazards.
- Excellent organizational and reasoning skills required, as well as the ability to follow directions, communicate effectively both verbally and in writing, and complete projects accurately and on schedule.
- Ability to supervise, assign and review work of subordinates.
- Working knowledge and experience of traversing the airfield and coordinating with FAA Air Traffic Control.
- Ability to establish and maintain effective working relationships with departmental employees, other public and private agencies and the general public.
- Appropriate State license (electrical, mechanical, etc…) certification cards as required by nature of assignment.
- Must be capable of obtaining Aircraft Movement Area authorization within 90 days of employment.
- Must have AAAE ACE Airfield Lighting Certification or AAAE CM Certified Member Certification. Must have ADB-CAP certification from ADB Safegate.
Preferred Qualification
High school graduation/GED requires preferably with college level electrical course with five years of experience or an Associate’s degree with three years of experience required. NC electrical license preferred. AAAE-ACE (American Association of Airport Executives - Airport Certified Employee) certificate and ADB-CAP certification from ADB Safegate required. One year of supervisor experience required. Working knowledge of other building trades required. Must be familiar with or have the ability to become familiar with FAA part 139 standard requirements for the airfield environment and TSA airport security requirements.
Minimum Qualifications
High School Graduate or Equivalent and five years of relevant work experience; or 2 Year College Degree and three years of relevant experience; or Bachelor's Level Degree and one year of relevant experience
