Summary
The Business Systems Analyst
Senior will work under the supervision of the Application Development Support Supervisor
in the Technology Department at Charlotte Area Transit System (CATS). This position will support the overall operation and
cyber security aspects for the transit network and infrastructure systems,
data, related sub-systems, and interfaces in support of the Charlotte Area
Transit System (CATS). The selected
candidate will assist various project teams in the development of future CATS
projects, and coordinate project tasks, perform maintenance work, and support various
CATS facilities. Work requires the use of technical expertise, judgment and
discretion. Work involves considerable
contact with the project teams, contractors, and other City/CATS employees.
This
is a senior level position, requiring proficient knowledge in all aspects of
Operational systems, CCTV & Security systems, Rail systems, SCADA networks,
& systems infrastructure design principles and practices. Requires practical experience in construction,
industrial, or development environments and has ability to work independently,
as priorities will fluctuate.
Major Duties and Responsibilities
- Assist the Application Development Support Supervisor with workload
leveling and project oversite.
- Provide input and technical expertise
to support the development and implementation of standards of practice for CATS.
- Provide innovative solutions to
transit operational needs and efficiencies.
- Provide coaching, mentoring, guidance
and training to staff regarding processes, policies and standards of
practice.
- Monitor and report on project progress
of schedules and issues.
- Complete review of project scoping
documents, construction plans, and contract specification submittals for
technical competency and consistency.
- Serve as a technical point of contact
for system support and issues.
- Consistent
presence in the office to provide in person support for supported systems and
operational staff.
- Performs other duties as assigned.
- Participates in rotating on-call
support for operational systems during nights, weekends, or holidays as
required.
- As part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP
Knowledge, Skills & Abilities
- Ability to successfully perform small
to medium project management tasks, including project initiation, planning,
implementation and closeout.
- Working knowledge of City of Charlotte
Cyber Security Standards, National ITS standards, Federal Transit
Administration standards and processes, and other local ordinances,
requirements, and/or manuals.
- General
knowledge of NFPA, NEiS, and BICSI standards and codes.
- Demonstrated leadership skills and
conflict resolution techniques. Ability
to effectively direct and guide teamwork efforts.
- Excellent communication skills, both
verbal and written.
- Ability to organize, analyze, prepare,
and explain complex technical specifications, and recommendations.
- Skilled
in reading engineered drawings and schematics.
- Ability to establish and maintain
effective & collaborative working relationships with other employees,
departments, and contractors.
- Ability to plan, prioritize and
organize work and complete assignments with minimal supervision.
- High level of professionalism,
integrity and commitment to quality deliverables.
- Familiarity with CCTV VMS, industrial
management & security-based systems
- Proficient computer skills including
experience with Microsoft Office Products (Word, Excel, Visio), e-Builder, and
Bluebeam Revu.
- A valid driver’s license, good
driving record with the ability to obtain and maintain a City Driving Permit.
Preferred Qualification
- Bachelor’s degree from an
accredited college or university in Information Technology, Computer Science, Electrical
or Industrial Engineering or a related field.
- Three (3) to five (5)
years of experience in business analysis and information technology support,
including prior team leadership experience.
- Any equivalent combination
of training, education, and experience that provides the required skills,
knowledge, and abilities.
- Contract and design criteria evaluation skills.
- Project
management proficiency, with Contractor and Sub-Contractor leadership
experience.
- Certifications
in networking, communications, or project management.
- Fiber
& cabling knowledge/expertise.
- Two
(2) years of experience with the development and support of Industrial / SCADA
systems.
- Experience
with additional transit related technologies, such as, radio communications,
AVL systems, CCTV systems, real-time information systems.
Minimum Qualifications
- At least two years of relevant college-level course
work or an Associate degree from an accredited college or university in
Information Technology, Computer Science, or a related field.
- Two (2) to three (3) years of experience in information
technology support, including project management, CCTV, hardware, software and
networking experience.
- Any equivalent combination of training, education,
and experience that provides the required skills to
successfully perform the essential job duties.
Conditions of Employment
The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
