Summary

CATS Technology is seeking a Business Systems Analyst (BA) who will aid in the digital transformation of in-vehicle, operational support, and customer facing technology for the Charlotte Area Transit System (CATS).  This BA position will be a member of a team comprised of operational technology support specialists involved in development, support, maintenance, and administration of digital systems such as vehicle location systems, equipment scheduling systems, radio communications, mobile routers, digital signage, IoT, and ancillary support systems for technology.  The BA position will report to a CATS Technology Supervisor within the Innovation and Technology (I&T) Department in direct support of CATS.

Major Duties and Responsibilities

Technical

  • Responsible for analyzing and defining simple to complex end user business requirements, collaborating with technical teams to ensure requirements meet stated business objectives, defining scope and requirements of projects, developing project work plans, and working project plan components.  
  • Additional responsibilities may include providing advanced application support, training, and developing and maintaining standards and procedures.  
  • Assist the organization in detecting and prioritizing business problems and developing specifications for change and improvement. 
  •  Document current software system and business processes.

Supervision & Collaboration – 

  • Self-starter that can work individually and in a team. 
  • Work requires the direction of project tasks and work effort teams to include oversight of vendors.
  • Work may require providing advice to others outside direct reporting relationships on specific problems or general policies. 
  • Ability to identify, analyze and provide recommendations on business and systems processes and procedures. 
  • Work in a diverse team to implement solutions to business and operational systems. 
  • As part of your responsibility to support the CATS Safety Culture, report safety concerns and issues through the various methods established by CATS as outlined in the ASP

Knowledge, Skills & Abilities

Knowledge of:

  • SQL programming languages, Microsoft Office Suite, Windows Server and Workstation OS
  • Client-server technology and applications, basic database structure, technical systems analysis, and design
  • Project management lifecycle.  Familiarity of Waterfall and Agile methodologies
  • Information technology best practices, standards, and terminology
  • Software testing and quality assurance practices
  • IoT technology services and equipment
  • Industrial controls and SCADA technology
  • Mobile routers and radio communications

Skilled in:

  • Interpersonal skills necessary to develop and maintain effective and appropriate working relationships
  • Performing a variety of duties, often changing from one task to another of a different nature
  • Analysis and troubleshooting

Ability to:

  • Meet schedules and deadlines of the work
  • Maintain the confidentiality of information and professional boundaries
  • Communicate effectively, both orally and in writing
  • Evaluate software to determine efficiency, reliability, and compatibility with existing systems
  • Plan, develop, and write operational procedures and manuals
  • Research, develop, and document technical design specifications

Minimum Qualifications

  • High school diploma or equivalent
  • One (1) year of relevant work experience

Conditions of Employment

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
