Summary

The Administrative Officer Senior- Grant Funded provides professional assistance with preparation of the annual budget, funding recommendations, development and preparation of budget reports. Performs responsible clerical and administrative work supervising the front desk operation of the Charlotte-Mecklenburg Animal Care & Control Facility. Manages daily administrative operations and oversees the adoption, foster, owner surrender, and in shelter stray intake programs. Performs other duties as assigned.

Major Duties and Responsibilities

•Provides humane treatment of all animals at all times.
•Resolves problems related to day-to-day support operations and serves as a member of the organizations management team. 
•Monitors compliance with standard operating procedures, local ordinance, and state statute.
•Participates in daily rounds with the Shelter Manager and Shelter Veterinarian. 
•Participates in staffing decisions and disciplinary actions.
•Provides performance feedback and appraisals for Customer Service and Foster team members. 
•Conducts weekly, quality assurance checks of data entry input by direct reports.
•Works with the Business Services Supervisor to resolve any discrepancies in daily deposits. 
•Provides the Customer Service and Foster staff a rotating schedule (must have schedule available 6 months in advance).
•Acts as a back-up to the Customer Service and Foster staff when staffing shortages exist and during breaks and vacations.
•Performs cleaning tasks as needed to include but not be limited to, mopping hallways, emptying trashcans, etc. 
•Manages the organizations disaster boarding program.
•Participates in pathway decisions for animals within the facility, including making recommendations for euthanasia when appropriate and in consultation with the Shelter Manager, Shelter Veterinarian, and Animal Services Director. 
•Maintain professional relationships with animal control personnel, animal welfare organizations, volunteers and coworkers.
•Provide alternatives to pet owners seeking to relinquish their animals.

•General knowledge of standard office practices and procedures
•Proficient in the use of computer software such as Microsoft Office
•Ability to exercise tact and diplomacy
•Ability to schedule and organize the work of others
•Ability to communicate orally with a variety of people in person and by telephone
•Ability to establish and maintain effective working relationships with others
•Ability to provide detailed instructions, follow-up and evaluate work tasks.
•Ability to keep accurate records, routine accounting documents and follow established procedures
•Ability to multi-task and focus in a distracting environment
•Able to work in a stressful environment.
•Knowledge of animal behavior.

Supervisory Responsibilities
Supervises Customer Service Representatives and Foster Coordinators

Positions in this class typically require: grasping, talking, hearing, seeing, and repetitive motions.

Physical Requirements:
•Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, climbing, or walking extended periods of time.
•Light to moderate lifting and carrying; some crouching, stooping, squatting, crawling, reaching, pushing, and pulling when performing tasks.
•Adequate vision, hearing, and speech required.
Sensory Requirements:
•Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proofreading, data entry, tabulating data.
•Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain.
•Comprehensive of written information in work related documents.
•Ability to hear, understand and distinguish speech.

Working Conditions:
Indoor/Outdoor environment; work in a variety of environmental and weather conditions in indoor and outdoor settings; regular exposure to fumes or airborne particles, animal transmitted diseases, exposure to fractious, frightened, dangerous animals; mental and emotional stress from euthanasia; contact with irate/emotional pet owners and victims; frequent exposure to wet and/or humid conditions and vibration; potential for contact with toxic or caustic chemicals; the noise level in the work environment is usually loud.

Other Requirements:
Successfully complete and pass a pre-employment hearing and respirator clearance evaluation. Failure to successfully pass all segments of the pre-employment evaluation process will result in disqualification from further consideration under this vacancy announcement.

Preferred Qualification

Associates Degree and three years related work experience.
Supervisory experience and knowledge of animal welfare policies and procedures.
Experience providing high quality customer service. Substantial knowledge and experience with Microsoft Office.

Minimum Qualifications

High School Graduate or Equivalent and five years related work experience

OR

Associate's Degree and three years related work experience

OR

Bachelor's Degree and one level related work experience

OR

Master's Degree

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte.
