Function

This position provides administrative support and assists in the end processes of projects with plan review. 

Summary

Work involves assigning; scheduling, coordinating, and processing backflow inspections; informing customers of backflow requirements; entering backflow test results; scanning documentation; providing general assistance; and tracking approved backflow tester certifications. This position contacts customers regarding readiness for installations; fields customer phone calls and emails; and prepares and distributes construction notification letters. 

Major Duties and Responsibilities

Prepares and distributes documents, permit plans, place/release certificates of occupancy hold, and distribute/file inspector’s electronic submittals.
Assists with reviewing record drawings, preliminary easement maps, and preliminary record plats for accuracy. 
Writes certification letters when field tests are complete and record drawings approved; issues notices regarding interruption of service and final inspections to inspectors and contractors. 
Generates final acceptance letters to close projects and update spreadsheets. 
Communicates with developers, engineers, contractors, builders, and homeowners regarding status of projects. 
Provides support to installation and development when necessary.
Updates and maintains data.
Stays current on related codes, specifications, policies, and ordinances (local, state, federal).
Assists with investigation and follow-up reports on backflow incidents or other department investigations.
Makes presentations to professional organizations and neighborhood groups. 
Participates in emergency response efforts as needed;
Maintains records in a database so customers receive notifications of requirements to install, test and maintain backflow protection.
Reviews and researches customer information to recommend hazard ratings and provide compliance requirements.
Prepares special and periodic reports.
Performs other related job duties as assigned.

Knowledge, Skills & Abilities

Knowledge of GIS, Accela, and Customer Suite.
Skill in communicating, both orally and in writing.  
Skill in using Microsoft Office Suite, especially Word, Excel, and Access.
Ability to use municipal data collection system.
Ability to obtain a City driving permit.
Ability to establish and maintain working relationships with contractors, engineers, business representatives, regulatory officials, and the general public.

Minimum Qualifications

Associate degree from an accredited school. 
One (1) year of related work experience working with municipal ordinances, state/federal regulations, and standards pertaining to utility installation and related matters.

Licenses, Certifications or Registrations: 
Requires valid driver’s license.
Ability to earn NC Certification in Cross Connection Control within one year

Conditions of Employment
